Dijital dönüşüm bakış açısıyla yerel yönetimlerde sosyal hizmetlerin sunumu: e-belediye hizmetlerinin içerik analizi

Abstract

Teknolojinin gelişmesiyle beraber sosyal hizmet alanındaki pek çok kurum dijital ortamda hizmet üretmeye başlamıştır. Bu kurumlardan olan yerel yönetimler e-belediyecilik kavramı çerçevesinde sosyal hizmetlerin sunumunu elektronik alt yapı ile gerçekleştirmeye çalışmaktadır. Bu çalışmanın amacı Türkiye’deki e-belediyecilik uygulamaları kapsamında sunulan hizmetlerin profilinin sosyal hizmet bakış açısıyla ortaya konulmasıdır. Bu çalışma nicel metodolojide gerçekleştirilmiş olan kesitsel, genel tarama modelinde bir saha çalışmasıdır. Çalışmanın evrenini Türkiye’deki büyükşehir belediyeleri ve bunlara bağlı ilçe belediyelerinin resmi internet sayfaları oluşturmaktadır. Çalışmada örneklem seçimine gidilmemiş ve 535 internet sayfası üzerinden bir inceleme yapılmıştır. Veri toplama aracı olarak araştırmacılar tarafından literatür taramasına bağlı olarak hazırlanan soru kağıdı kullanılmış, internet sayfaları üzerinden içerik analizi yapılmış ve elde edilen veriler SPSS programında analiz edilmiştir. Çalışmadan elde edilen bulgular belediyelerin web sayfalarına ilişkin teknik bilgiler, internet sayfalarında yerel yönetimler ile ilgili sunulan bilgiler ve yerel yönetimlerin internet sayfalarında sosyal hizmetler ile ilgili sunulan bilgiler başlıkları çerçevesinde sunulmuştur. Sonuç olarak belediyelerin web sayfalarında sosyal hizmetler ile ilgili e-belediyecilik hizmetlerinin kısıtlı olduğu sonucuna ulaşılmıştır. Buradan hareketle belediyelerin internet ortamında müracaatçılara yönelik sundukları sosyal hizmetlerin erişilebilirliğini sağlamak üzere geliştirme çalışmaları yapmaları önerilebilir.

With the development of technology, many institutions in the field of social work have started producing services in the digital environment. Local governments, which are among these institutions, are trying to provide social services with an electronic infrastructure within the framework of the concept of e-municipality. This study aims to reveal the profile of the services offered within the scope of e-municipal practices in Turkey from a social work perspective. This study is a field study in the cross-sectional general survey model, which was carried out in quantitative methodology. The universe of the study consists of the official websites of the metropolitan municipalities and their district municipalities in Turkey. In the study, no sample selection was made, and a review was performed on 535 internet pages. As a data collection tool, a questionnaire prepared by the researchers based on the literature review was used. Content analysis was developed on the internet pages and the data obtained were analyzed in the SPSS. The findings are presented within the framework of the titles of technical information on the web pages of municipalities, information on local governments on the web pages, and information on social services on the web pages of local governments. As a result, it has been concluded that e-municipal services related to social services on the web pages of municipalities are limited. It can be suggested that municipalities should carry out development studies to ensure the accessibility of the social services they offer to the clients on the internet.
