İslam iktisadında yatırım ve iktisadi yapılanmaya etkisi: Sudan tecrübesi örneği

Abstract

Bu çalışma, İslam Ekonomisinde Yatırım konusuna ve kalkınma ve ekonomik reformla ilişkisine ışık vermeyi hedeflemektedir. Yatırım, genellikle milletlerin, kuruluşların ve kişilerin hayatında önemli bir rol oynamaktadır. Ayrıca yatırım toplumun en önemli kalkınma kaynaklarından biri olarak sayılır. Çalışma, 'İslam Ekonomisinde Yatırım Teşvikinin ekonomik reform üzerine olan etkisi nedir?' sorusunun oluşturduğu ana soruna cevap vermeyi amaçlamaktadır. Çalışma önemi bilimsel olarak; hem kamu hem de özel menfaatı sağlayacak ve dolayısıyla ekonomik reformu sağlayacak şekilde kişi ve kuruluşları, kendi paralarını çeşitli yatırım faaliyetlerine yönlendirip yatırmaya teşvik etmek suretiyle İslam ekonomisinin sağlanmasını amaçladığı hedeflerin niteliğiyle bağlıdır. Bu araştırmada İslam ekonomisinin uygulamaları sayesinde ekonomik sorunların derin çözümlenmesi amacıyla bu sorunlara büyük bir önem veren ekonomik araştırmalara ayak uydurmak isteğinin teşkil ettiği bu çalışmayı yazmak ana nedenlerine ışık verdim. Yatırım meselesi bilimsel ve işlevsel açıdan tartışmaya konulan ana meselelerden biri olarak sayılmaktadır. Çalışma metodu yoluyla araştırmada ele alınan biçimlerin önemlisinden bahsettim. Araştırmada tümdengelimli metodu kullanıldı. Bu yüzden bu konu ile ilgili çalışma, araştırma ile temel ve ikincil kaynaklardan doğrudan çıkarılan bilgilere temel bir şekilde dayanılmaktadır. Ayrıca İslam ekonomisi sayesindeki yatırım ile pozitif ekonomideki yatırım arasında mükayese yapmak ve İslam ekonomisindeki yatırım ile ilgili ekonomik teorileri tahlil edip pozitif ekonomideki olanlarla karşılaştırmak amacıyla tahlili ve karşılaştırıcı metod kullanılmaktadır. Araştırmayı birkaç önerileriyle sonlandırdım.

This study aims to identify the topic of investment in the Islamic economy and its relation to development and economic reform. Investment, in general, plays a vital role in the lives of nations, organizations and individuals. Investment is one of the most important sources of development in society. The study endeavors to answer the main research question which is as follows: What is the impact of encouraging investment in the Islamic economy on economic reform? The importance of this study is scientifically attributed to the nature of the objectives that the Islamic economy seeks to achieve by virtue of encouraging individuals and institutions to deposit their money and to integrate it in various investment activities, ensuring the achievement of both public and private interests and thus achieving economic reform. This research highlights the main reasons for conducting this study; as it aims to keep abreast of economic researches which has become of great importance to the study and analysis of economic problems in order to deeply analyze the nature of these problems under the applications of the Islamic economy. The issue of investment is one of the main issues subject to discussion at the academic and practical levels. Thus, conducting a specialized scientific and academic research with its own methodology is set to highlight the importance of the role of promoting investment in the Islamic economy to achieve economic reform, especially that the focus of most studies and previous researches have been directed on this role from the perspective of positive economics omitting of the contribution of the Islamic economy in this regard. Through the methodology of the study, the researcher mentions the most important methods applied in the research whereby the deductive method was adopted in the research. It is relied mainly on information derived directly from previous studies and researches, and the primary and secondary sources related to this topic. Moreover, the comparative analytical approach is adopted to make a comparison between investment in light of the Islamic economy and investment in the positive economics. Furthermore, the study analyzes the economic theories on investment in the Islamic economy, and then compares them with their counterpart in the positive economics. Finally, the study concludes with a set of recommendations.
