Türkiye kentsel dönüşüm projelerinde finansal kaynak modelleri ve Ankara örneği

Abstract

Bu çalışmada, Kentsel Dönüşüm konusu gerekli finansal kaynak modelleri ile araştırılarak, ülkemizde uygulanan kentsel dönüşüm projeleri, ekonomik boyutları ve Ankara örneğinde ekonomik yöntem uygulanabilirliği konuları açısından, yaşanan sorunlar ile yaşanan tecrübeler üzerinde durulmuş, kentsel dönüşüm öncesinde yapılması gereken iktisadi modeller ile kamu teşvik, yardım ve uygulamaları tartışılmıştır. Türkiye’deki kentsel dönüşüm olgusunu yapısal, bağlamsal, ekonomik ve uygulama yaklaşımlarındaki değişimler ve dinamikler çerçevesi içinde ele almakta ve gelecek dönüşüm uygulamalarına ışık tutabilecek bir yaklaşım geliştirmeye çalışmaktadır. Küreselleşme ve bağlı birçok değişken nedeniyle Ankara hızlı bir kentsel dönüşüm ve gelişim içindedir. Özellikle konut piyasasını ve inşaat sektörünü ilgilendiren tüm konular öncelikle Ankara’nın kentsel dönüşümünü etkilemektedir. Son yıllarda yapılan yeni düzenlemeler konutta, kentsel dönüşüm sürecini desteklemekte ve teşvik etmektedir. Söz konusu bu kentsel dönüşüm, semt özelliklerine, arsa özelliklerine ve sakinlerin sosyo-ekonomik yapısına göre farklı semtleri çeşitli şekillerde etkilemiştir. Bu nedenle birçok ilçede konutla ilgili farklı uygulamalar görülmektedir. Çok yönlü ve boyutlu içeriğe sahip olan Kentsel Dönüşüm olgusunun insan, doğal yapı ve inşaat ekonomisi gelişimi dikkate alınarak üretilecek olan projelerin, Kentsel dönüşüm, Türkiye’de kentsel dönüşüm, kentsel dönüşüm ekonomisi boyutları dikkate alınarak değerlendirilmesi gerekmektedir. Kentsel dönüşüm öncesinde yapılması gereken iktisadi analizler ile kamu teşvik ve iş birliği modeli kentsel dönüşüm yöntemleri, kentsel dönüşümdeki ekonomik ve finansal problemleri araştırma yönteminde ülke geneli kentsel dönüşüme yönelik ekonomik potansiyelini saptamalı, alanda sektör temsilcilerinin beklentileri ile planlamadaki katkılarını düşünerek, merkezi hükümet ve yerel yönetimler üstüne düşen rolü ortaya koymalıdır.

New regulations made in recent years support and encourage the urban transformation process in housing. This urban transformation has affected different neighborhoods in various ways, depending on the neighborhood characteristics, land characteristics and the socioeconomic structure of the residents. For this reason, there are different practices related to housing in many districts.The projects that will be produced by considering the development of human, natural structure and construction economy of the Urban Transformation phenomenon, which has a multi-dimensional and dimensional content, should be evaluated by considering the dimensions of Urban transformation, urban transformation in Turkey, and urban transformation economy.
