Yerel yönetimlerde engelli farkındalığı: İstanbul ili örneği

Abstract

Günümüzde sosyal devlet olma hedefinde olan devletler birçok şekilde vatandaşlarına hizmetler sunmaktadır. Bu hizmetlerden biri de yerel yönetimlerin engelli birey ve ailelerine yönelik sunduğu hizmetlerdir. Engelli hizmetlerinin gerektiği gibi yerine getirilmesi bir ülkede eşit ve adaletli hizmet anlayışının göstergelerinden biridir. Bu çalışmanın konusu ise belediyelerin engelli hizmetleri sunma farkındalığını araştırmaktır. Araştırmanın temel amacı yerel yönetimlerde engelli farkındalığı düzeyini araştırmak ve bu farkındalık düzeyinin hizmetlere etkisini ve nasıl yön verdiğini ortaya koymaktır. Çalışma kapsamında örneklem olarak İstanbul ilçe belediyeleri seçilmiş nitel araştırma metodu kullanılarak "yarı yapılandırılmış görüşme formu" üzerinden bu belediyelerdeki engelli hizmetleri yetkilileriyle görüşmeler gerçekleştirilmiştir. Bu görüşmeler neticesinde elde edilen bilgilerin yüzdelik dağılımları, frekans değerleri, maksimum, minimum ve ortalama değerleri analiz edilmiştir. Analiz edilen sorular ile literatürde araştırılan konular ilişkilendirilmiş, uygulama alanında sistemlerin geliştirilmesi ve hizmetlere yeni bir nitelik kazandırılması için katılımcıların deneyimlerine dayanan görüşleri alınmıştır. Araştırma neticesinde İstanbul İlçe belediyelerinde hizmet çeşitlerinin benzerlik gösterdiği ancak hizmetlerin sunulma şekli ve hizmet sistemi konusunda bir standart olmadığı görülmüştür. Yapılan görüşmeler sonucunda hizmetleri sunan yetkili kişilerin çoğunluğunun engellilik konusuna toplumsal bir sorun olarak baktığı fakat engelli bireylere sunulan hizmetlerin engellilik konusunun daha çok tıbbi yönden ele alınarak hizmet verildiği tespit edilmiştir. Çalışmanın sonucu olarak Türkiye'de engelli bireylerin yaşam standartlarının arttırılması ve daha çok engelli bireye ulaşılması için yerine getirilmesi gereken daha pek çok görev ve sorumluluk bulunduğu belirlenmiştir. Çalışmada belediyelerdeki engellilik adına yapılan çalışmaların farkındalık eksenli değil, yasal düzenlemelerle yerel yönetimlere verilen yetki ve görevler çerçevesinde yapılmaya çalışıldığı tespit edilmiştir.Today, states that aim to be a social state provide services to their citizens in many ways. One of these services is the services provided by local administrations for disabled individuals and their families. The proper fulfillment of disabled services is one of the indicators of an equal and fair service understanding in a country. The subject of this study is to investigate the awareness of municipalities to provide services for the disabled. The main purpose of the research is to investigate the level of disability awareness in local governments and to reveal the effect and direction of this awareness level on services. Within the scope of the study, the district municipalities of Istanbul were selected as the sample, and interviews were conducted with the disabled services officials in these municipalities through the "semi-structured interview form" using the qualitative research method. Percentage distribution, frequency values, maximum, minimum and average values of the information obtained as a result of these interviews were analyzed. The analyzed questions were associated with the subjects researched in the literature, and the opinions of the participants based on their experiences were taken in order to develop the systems in the field of application and to bring a new quality to the services. As a result of the research, it was seen that the types of services in Istanbul District municipalities are similar, but there is no standard in terms of the way the services are provided and the service system. As a result of the interviews, it has been determined that the majority of the authorized persons who provide the services consider the disability issue as a social problem, but the services provided to the disabled individuals are provided by considering the disability issue from a medical point of view. As a result of the study, it has been determined that there are many duties and responsibilities that need to be fulfilled in order to increase the living standards of disabled people and to reach more disabled people in Turkey. In the study, it has been determined that the works carried out in the name of disability in the municipalities are tried to be done not on the basis of awareness, but within the framework of the authorities and duties given to local governments by legal regulations.
