Qualitative study in Turkey: Who are the social workers?

Abstract

This study is a social policy criticism based on the perception of social workers by the state. Social workers appear to have an important role and authority in the implementation of social policies. The study was conducted interviews with 21 social workers working in Turkey. Data are about the roles and powers of social workers. The interviews were conducted in the form of in-depth interviews. The work is part of the master's thesis. Throughout the study, narratives about how the state views social workers were discussed. Social workers shared stories about the state seeing themselves as mediators, passive policy practitioners, and dissidents. However, social workers are equipped to direct the policies to be implemented due to their professional formations. It is an important result of this study that they aim to increase social welfare as well as claiming that they should be active in politics. In this context, this study argues that the social welfare policies need to be revised in Turkey.

Bu çalışma, sosyal hizmet uzmanlarının devlet tarafından algılanmasına dayalı bir sosyal politika eleştirisidir. Sosyal hizmet uzmanlarının, sosyal politikaların uygulanmasında önemli bir rol ve yetkiye sahip olduğu görülmektedir. Araştırma, Türkiye'de çalışan 21 sosyal hizmet uzmanıyla görüşülerek gerçekleştirilmiştir. Veriler, sosyal hizmet uzmanlarının rolleri ve yetkileri hakkındadır. Görüşmeler derinlemesine görüşmeler şeklinde yapılmıştır. Çalışma, yüksek lisans tezinin bir parçasıdır. Çalışma boyunca, devletin sosyal hizmet uzmanlarına nasıl baktığına dair anlatılar tartışılmıştır. Sosyal hizmet uzmanları, kendilerini arabulucu, pasif politika uygulayıcıları ve muhalifler olarak gören devlet hakkında hikayeler paylaşmışlardır. Ancak sosyal hizmet uzmanları mesleki oluşumları nedeniyle uygulanacak politikalara yön verecek donanıma sahiptir. Siyasette aktif olmaları gerektiğini iddia etmelerinin yanı sıra sosyal refahı artırmayı hedeflemeleri bu çalışmanın önemli bir sonucudur. Bu bağlamda bu çalışma, Türkiye'de sosyal refah politikalarının revize edilmesi gerektiğini savunmaktadır.
