Teknoloji transfer ofislerinin proje yönetimine etkilerinin incelenmesi İstanbul Sabahattin Zaim Üniversitesi örneği

Abstract

Yapılan bu çalışmada, proje yönetiminin sağlanması için önemli bir arayüz mekanizması olan teknoloji transfer ofislerinin incelenmesi amaçlanmıştır. Bu amaçla üniversitelerde yeni kurulmaya başlanan teknoloji transfer ofislerinin proje yönetim bileşenleri ekseninde araştırmacılara katkılarını ve memnuniyet düzeyini amaçlayan nitel bir araştırma yapılmıştır. Araştırma kapsamında öncelikle proje yönetiminin tarihsel gelişimi ve teknoloji transfer ofislerinin ortaya çıkışları açıklanmıştır. Çeşitli ülkelere ait teknoloji transfer ofisleri incelenmiş olup, bu ülkelerdeki teknoloji transfer ofisleri hakkındaki literatür taraması sonuçlarına yer verilmiştir. Ardından yapılan saha araştırması ile proje yürütme tecrübesine sahip katılımcılardan elde edilen veriler içerik analizi yöntemiyle incelenerek sonuçlara yer verilmiştir. Özellikle üniversitelerde araştırma projelerinin, proje yönetimi bileşenleri ekseninde yürütülmesi amacıyla teknoloji transfer ofislerinin proje yönetimine etkileri ve beklenen memnuniyet düzeyinin tespit edilmesi ve bu çıktıların değerlendirilerek gerekli çözüm önerileri sunulmaya çalışılmıştır. Çalışmanın birinci bölümünde; proje ve proje yönetimi, proje yönetimi bileşenleri ve proje yönetiminin aşamaları üzerinde durulmuştur. İkinci bölümde; Teknoloji Transfer Ofisi kavramı, dünyada ve Türkiye’de teknoloji transfer ofislerinin gelişimi ve çalışma yöntemleri ile İstanbul Sabahattin Zaim Üniversitesi Teknoloji Transfer Ofisi’nin yapısı ve faaliyetleri hakkında bilgiler verilmektedir. Üçüncü bölümde; araştırmanın asıl odak noktası olan teknoloji transfer ofislerinin proje yönetimine etkilerinin belirlenmesi için hazırlanan araştırma sorularına cevap bulunması maksadıyla yapılan saha araştırması bulgularına yer verilmektedir. Üniversite akademisyenleri ile yapılan anketler sonucunda elde edilen veriler, içerik analizine tabi tutularak aktarılmaya çalışılmıştır. Saha araştırmasında 7 farklı fakülteden, proje tecrübesine sahip 100 akademisyen arasından toplam 64 katılımcıya ulaşılmıştır. Çalışmanın sonuç bölümünde ise; proje yönetimi konusunda araştırmacılar ile fon veren kurumlar arasında köprü vazifesi gören teknoloji transfer ofislerinin, üçüncü bölümde belirtilen proje yönetimi bileşenlerine ilişkin anket sonuçları için içerik analizi yapılarak öneriler sunulmuştur.

In this study, it is aimed to examine technology transfer offices which have an important interface mechanism for project management. For this purpose, a qualitative research has been conducted aiming the contribution of the technology transfer offices, which are newly established in universities, to the researchers in the axis of project management components and the level of satisfaction. Within the scope of the research, the historical development of project management and the emergence of technology transfer offices are explained. Technology transfer offices of various countries have been examined and the results of literature review about technology transfer offices in these countries are given. Following the field research, the data obtained from the participants who have project execution experience were analyzed by content analysis method and the results were included. In order to carry out research projects in the universities especially in the direction of project management components, the effects of the technology transfer offices on project management and the expected satisfaction level were evaluated and necessary solutions were presented by evaluating these outputs. In the first part of the study; project and project management, project management components and project management steps are investigated. In the second part; Technology Transfer Office concept, the development and working methods at the world and Turkey, Istanbul Sabahattin Zaim University Technology Transfer Office provides information about the structure and activities. In the third chapter; Research questions were prepared to determine the effects of technology transfer offices, which are the main focus of the research, on project management. In this section, the findings of the field research to find answers to the research questions are given. The data obstained as a result of the surveys conducted with university academicians were analyzed by content analysis. In the field study, 64/100 participants from 7 different faculties were reached. In the conclusion part of the study; The project analysis components of the project management components, which serve as a bridge between the researchers and the funders, are presented.
