İstanbul Tarihi Yarımada Bölgesi'nin geçmişten günümüze tarihi alanları ve ekonomisi

Abstract

Tarihi Yarımada bölgesi, Türkiye ve İstanbul'un en değerli topraklarına sahip bir konumdadır. Bölge ticaret faaliyetlerinin yoğunlukta olması ile birlikte, kültürel ve tarihsel mirası ile de turizm açısından önemli bir bölge durumundadır. Tarihi Yarımada, İstanbul'un fethi ile birlikte Osmanlı Devleti'nin ticaret sektöründe önemli bir yer edinmiştir. Fatih döneminde yaptırılan Unkapanı ile birlikte, daha sonra yapılan Balkapanı ve Yağkapanı, İstanbul'da ihtiyaç maddelerinin alınıp satıldığı toptancı halleri ve borsaları olmuştur. Ticaretin gelişmesiyle birlikte çeşitli bölgelerde yeni sektörler oluşmaya başlamıştır. 1. bölümde tezin genel çerçevesi hakkında bilgi verilmiş, çalışmanın yöntemi ve amacı açıklanmıştır. 2. bölümde Tarihi Yarımada'nın konumu anlatılarak bölge tanıtılmış, daha sonra tarihsel gelişim sürecinden bahsedilip, Osmanlı dönemi ve Cumhuriyet dönemi anlatılmıştır. Bölgedeki koruma alanları tanıtılmıştır. Osmanlı Devleti zamanında Tarihi Yarımada bölgesinde ticaretin nerede ve nasıl yapıldığı anlatılıp, "Kapan" kavramının üzerinde durulmuştur. Ticaretin yapıldığı Unkapanı, Yağkapanı ve Balkapanı üzerine bilgiler verilmiş ve ticaretin kalbi olan Mahmutpaşa bölgesi tanıtılmıştır. Turizmin dünyadaki öneminden bahsedilip, İstanbul ve Tarihi Yarımada'ya olan etkileri anlatılmıştır. 3. bölümde Mahmutpaşa bölgesi konumu, tarihsel gelişimi, geleceği, bölgedeki tarihi yapıları ve hanları ile birlikte ele alınmış, bölgedeki tekstil piyasası araştırılmıştır. Mercan ve Yeşildirek piyasaları hakkında bilgiler verilip, ticari faaliyetler hakkında toplanan veriler grafiklere dökülmüş ve Mahmutpaşa, Yeşildirek ve Mercan bölgelerindeki mikro, küçük ve orta ölçekli işletmeler ile anket çalışması yapılmıştır. 4. bölümde Tarihi Yarımada bölgesinde yapılan belediye çalışmalarına yer verilmiştir. Fatih Belediyesi'nin 2018 faaliyet raporu ve 2020-2024 stratejik planları incelenmiştir. Yine bu bölümde Tarihi Yarımada bölgesinin Koruma Amaçlı Plan Kararları ele alınmış, Koruma Amaçlı Nazım İmar Planı ile Koruma Amaçlı Uygulama İmar Planı anlatılmıştır. Son bölümde Tarihi Yarımada bölgesinin tarihsel değişimi ve gelişimi değerlendirilmiş, kentsel planlama anlamında geçirdiği süreçlere yer verilmiştir. Bölgedeki ticaret ve imalat sektörünün geçtiği aşamalar belirtilmiş ve piyasalar üzerine yapılan çalışmalar analiz edilmiştir. Tarihi Yarımada bölgesinin turizm potansiyeli ile birlikte ticaret bölgesinde yaşanan gerilemenin doğru orantılı olması üzerine değerlendirmeler yapılmıştır.

Historic Peninsula region, is considered Turkey's and Istanbul's most valuable land. With the intensity of trade activities in the region, it is an important region in terms of tourism thanks to its cultural and historical heritage. With the conquest of Istanbul, the Historic Peninsula has gained an important place in the trade sector of the Ottoman Empire. Together with Unkapanı built during the reign of Fatih Sultan Mehmet, Balkapanı and Yağkapanı, which were built later. There have been wholesale markets and stock markets in Istanbul where necessities are bought and sold. Later, with the development of trade, new sectors began to emerge in various regions. In the first chapter, information about the general framework of the thesis is given, and the method and purpose of the study are explained. In the second chapter, the location of the Historic Peninsula is described and the region is introduced, then the historical development process during the Ottoman period and the Republic period is mentioned and explained. In this section, where and how trade took place in the Historic Peninsula during the Ottoman Empire period is explained and the concept of "Kapan" is emphasized. Also, information was given on Unkapanı, Yağkapanı and Balkapanı, where trade was carried out in the region, and the Mahmutpaşa region, the heart of trade, was introduced. In addition, tourism and its importance in the world is mentioned, its effects on Istanbul and its heart, the Historical Peninsula, are explained. In the third chapter, the location of Mahmutpaşa region, historical its development and future, historical buildings and inns in the region are discussed, and the textile market in the region has been researched. In addition to these studies; information was given about Mercan and Yeşildirek markets, and the data collected about the commercial activities carried out in these markets were graphed and explained. In addition, a survey has been conducted with micro, small and medium sized enterprises in Mahmutpaşa, Yeşildirek and Mercan regions. In the fourth chapter, municipality studies about the Historic Peninsula are given. Fatih Municipality's 2018 annual report and strategic plans about 2020-2024 time period were examined. Again, in this section, the Conservation Plan Decisions of the Historic Peninsula are discussed and the Master Development Plan for Protection and the Implementation Plan for Protection are explained. The last chapter, the historical change and development of the Historic Peninsula region from the past to the present are evaluated, and the processes it has gone through in terms of urban planning are given. The stages that the trade and manufacturing sector in the region passed through over the years are specified and the studies on the markets have been analyzed. Evaluations have been made on the fact that the tourism potential of the Historic Peninsula region and the decline in the commercial region are directly proportional.
