Balkanlarda Türk kamu diplomasisi ve faaliyet alanları

Abstract

Bu çalışmada Balkanlarda Türk kamu diplomasisi ve faaliyet alanları konusu incelenmiştir. Araştırmada hem akademik eserlere hem de kurumların faaliyet raporlarına yönelik literatür taraması yöntemi kullanılmıştır. Araştırma genel olarak diplomasi ve kamu diplomasisi kavramları temelinde kamu diplomasisinin Türkiye'de kavramsal ve kurumsal gelişimi ile Balkanlardaki etkinliği üzerine inşa edilmiştir. Çalışmayla konuyla ilgili literatürdeki boşluğun doldurulması, Türk kamu diplomasinin genel yapısının analiz edilmesi ve Balkanlardaki Türk kamu diplomasisinin etkinliği resmedilerek gelecek perspektifine katkı sunulması amaçlanmaktadır. Bu amaçlar doğrultusunda çalışmada; geleneksel diplomasi modern kamu diplomasisine nasıl bir dönüşüm sağlamıştır, Türk kamu diplomasisi kavramsal ve kurumsal olarak nasıl bir gelişim göstermiştir, Türk kamu diplomasisinin Balkanlardaki somut etkinliği nedir ve Türkiye'nin Balkanlardaki diğer aktörlere karşı oyun kurucu olması için kamu diplomasisinde yapması gerekenler nelerdir gibi sorulara cevaplar aranmıştır. Araştırma kapsamında; 2000'li yıllarla birlikte Türkiye'de kavramsal ve kurumsal olarak modern kamu diplomasisi anlayışla birçok kamu diplomasisi kuruluşunun oluşturulduğu ancak bu kurumların yapısal sorunları olduğu tespit edilmiştir. Bu kuruluşların görev alanlarının net çizilmemesinden ötürü hem faaliyetlerinde yeterli etkinliğin sağlanamadığı hem de koordinasyon sorunları bulunduğu saptanmıştır. Türk kamu diplomasisinin Balkanlarda daha etkin bir yaklaşım sergilemesi için akıllı güç ve bütüncül politika ekseninde yapısal sorunları ile politikalarında değişikliğe gitmesi ihtiyacı görülmüştür.

In this study, Turkish public diplomacy and its fields of activity in Balkan countries have been analyzed. As the search method, both academic works and activity reports of the public institutions have been reviewed. Given the debates on the concepts of diplomacy and public diplomacy, the study specifically stays on the conceptual and institutional development of public diplomacy in Turkey and its activities in the Balkans. The study aims at filling the gap in the related literature as well as at contributing to the future perspective of Turkey towards Balkans through portraying the effectiveness of the Turkish public diplomacy in the Balkans and by means of analyzing the general structure of the Turkish public diplomacy in that area. In order to achieve these goals the study has gone to answer such questions as "how the traditional diplomacy has evolved into the public diplomacy?", "how Turkish public diplomacy has attained conceptual and theoretical development?", "what is the visible effect of the Turkish public diplomacy in Balkans?" and "what Turkey needs to do towards diverse actors in Balkans in order to be an effective playmaker?" This investigation has found that a number of public diplomacy institutions had been generated in Turkey under the light of modern public diplomacy mentality in post 2000s, but these institutions have important structural problems. Since the frameworks of these institutions have not well been defined they are not effective enough in their activities in addition to the coordination problems that they have. In order for the Turkish public diplomacy to take more active position in Balkans, it seems necessary to change its policies and structure on the basis of "intelligent power" and "holistic policy".
