Turgut Özal dönemi Kürt sorununa yaklaşımın sosyo-politik analizi (1983-1993 arası)

Abstract

Kürt sorunu, Türkiye Cumhuriyetinin kuruluş ve ulus-devlet inşa sürecinde şekillenmiştir. Modernleşen ve merkezileşen bürokratik devlet aygıtının ulus-devlet inşa faaliyetleri, Kürtlerin sosyoekonomik ve sosyo-politik yapısı ile çelişik ve çatışık bir ilişki biçimine girmiştir. Bu bağlamında devletin, Kürtlerin etnik, kültürel ve siyasal varlığını tanıması konusunda sorun yaşanmıştır. Hem Kürtlerin sosyoekonomik ve sosyo-politik yapısı hem de kuruluş aşamasındaki Türkiye Cumhuriyeti Devletinin ulus-devlet inşa sürecinde Kürt etnik, kültürel ve siyasal varlığını tanımaması, Kürtlerin Türkiye bütününe entegrasyonunu güçleştirmiştir. Meşru siyasal temsil mekanizmalarında bulunamayan Kürtler, kendilerini ifade edebilecekleri vasıtalardan yoksun kalmışlardır. Kürtlerin siyasal temsil krizi ve kendilerini ifade edebilecekleri vasıtalardan yoksun oluşları, devletin güvenlikçi yaklaşımda ısrar etmesi, neticede etnik bir terör örgütü olan PKK'nın doğmasına yol açmıştır. PKK terör örgütünün ortaya çıkması ile birlikte Kürt sorunu, etnik terör sorunu ile eşleşebilecek bir algı kırılmasına uğramıştır. Süreç içerisinde uluslararası bir soruna dönüşen Kürt sorunu, bu algı kırılması ile birlikte, Türkiye Cumhuriyetinin üniter yapısı ile milli güvenliğini tehditlere açık bir hale getirmiştir. Özal, Türkiye'de bir Kürt sorununun olduğunu ve bu sorunun çözülmez ise Türkiye Cumhuriyeti Devletini zaafa uğratabileceğini ifade etmiştir. Türkiye Cumhuriyetinin güvenlikçi yaklaşımının sorunu çözemediğini aksine sorunu çözümsüzlüğe uğrattığını savunan Özal, söylemleri ile Türkiye sivil toplumunun ve siyaset mekanizmasının, sorunun çözümü için daha etkin davranmasını sağlamıştır. Kürt sorununun çözümü ve etnik terörün bertaraf edilmesi, Turgut Özal'ın önceliklerinden olmuştur. Turgut Özal, askeri vesayet yönetimi altında bulunmasına rağmen Kürt sorununun çözümü için önemli entegrasyon politikalarını uygulamaya çalışmıştır. Özal, Türkiye'deki etnik terörün temsilcisi PKK terör örgütünün ortadan kaldırılması için öncelikle Kürt sorununun entegrasyon politika ve uygulamaları ile çözülmesinin gerekliliğine sürekli vurgu yapmıştır.

The 19th century is characterized as an age of nationalisms. The empires, which contained many different ethnic and religious elements, began to fragment by the beginning of the 19th century. European nation-states were strengthened against the Ottoman Empire, which was considered an empire at that time. Within this context, Ottoman modernization is a manifestation of the concept of "defensive modernization". Because the Ottoman State signified an issue of "survivability" and posed a problem in the face of strong European states. The Ottoman Empire has made efforts to undergo a process of reform and modernization in order to overcome such issues and problems. The political existence of the Ottoman State, which was tarnished during the World War I, actually ended. The Republic of Turkey, which was established after the War of Independence against the occupation forces, preferred the form of nation-state postulates of political organization. The efforts of the defensive modernization, which was launched for the stability of state, evolved into a total modernization idea. Within the "Modernist Nationalist" conception, Turkish nationalism has been transformed into a dominant ideology of the nation-state. In fact, Turkish nationalism has been used as an ideological instrumentality in order to put the whole Westernization program into effect. Within the context of nation-state construction, the ethnic and cultural existence of Kurdish elements has been denied. The isolation and assimilation practices that the Kurds have suffered, have alienated them throughout Turkey, constantly excluding them from legitimate representation mechanisms, as well as depriving them of the means by which they can express themselves. The Kurds' representation crisis and their lack of means to express themselves have led to the birth of the PKK, an ethnic terrorist organization. The Kurdish issue has brought about a perception that can be matched with the ethnic terror problem. The Kurdish issue, which has become an international problem in the process, has made the national security of Turkey vulnerable to threats with this perception compounded with concerns about territorial disintegration. The solution of the Kurdish problem and the elimination of ethnic terror have been among the priorities of Turgut Özal. Turgut Özal tried to apply the integration policies for the solution of the Kurdish problem despite being under military tutelage administration.Turgut Özal manifested that PKK is a terroristic element, which reppresents a terrorist organization aiming at ethnic anarchy and conflict in Turkey, and consistently emphasized the necessity of solving the Kurdish problem within the context of "historical consciousness" but with integration policies and practices in order to remove the PKK terrorist organization.
