Sosyal hizmet örgütleri ve yenilikçi yaklaşımların önemi üzerine bir değerlendirme

Abstract

Sosyal hizmet sunan örgütler, toplumsal değer yaratmak amacıyla, devlet ve vatandaş arasında bütünleşmeyi sağlayan, toplumun özel gereksinime ihtiyaç duyan kesimlerine yönelik çok yönlü müdahalelerde bulunma yetkisine sahip kurumlardır. Günümüzde ekonomik, sosyal, demografik, kültürel, teknolojik ve daha birçok alanda hızlı bir değişim yaşanmaktadır. Bu değişimlere uyum sağlayabilmek, değişen ve çeşitlenen ihtiyaçlara etkin ve zamanında çözüm üretebilmek, yenilikçi anlayışa sahip sosyal hizmet örgütleri ile mümkündür. Günümüzde, sosyal hizmet sunumun yalnızca devletin görevi olmadığı anlayışı giderek daha çok kabul görmektedir. Dolayısıyla sosyal hizmete ayrılan kaynakların azaldığı bir ortamda ve oldukça dinamik bir çevrede faaliyet gösteren bu örgütlerin, yeniliği ve yenilikçiliği önceleyen yaklaşımları benimsemesi ve uygulaması hem hizmetlerin kalitesinde ve etkinliğinde hem de bu hizmetlerden faydalananlara, dolayısıyla topluma önemli kazanımlar sağlayacaktır. Bu çalışmada yenilik ve yenilikçiliğin sosyal hizmet açısından önemi, sosyal hizmet örgütleri ve yenilikçilik arasındaki ilişki, bu örgütlerde yenilikçi yaklaşımların önündeki engeller kavramsal boyutuyla ele alınıp incelenmiştir

Organizations that carry out social services are institutions that have the opportunity to integrate between the state and the citizen in order to create social value, and to intervene in the multifaceted interventions of the society in need of special needs. Today, there is a rapid change in economic, social, demographic, cultural, technological and in many other areas. To be able to adapt to these changes, to produce effective and timely solutions to changing and diversified needs is possible with social service organizations with an innovative understanding. Nowadays, the understanding that offering social service is not only the responsibility of the state is increasingly accepted. Hence the adoption and implementation of the approaches that prioritize novelty and innovation in such an environment where the resources allocated to social service is decreasing and in a highly dynamic environment will provide significant benefits to the quality and efficiency of the services as well as those benefiting from these services, and therefore to the society. In this study, the importance of novelty and innovation in terms of social service, the relationship between social service organizations and innovation is examined within the conceptual dimension of obstacles to innovative approaches in these organizations.
