منهج العمران في الحضارة الإسلامية وأهميته في تحقيق الاستقلال الاقتصادي

Abstract

İslam medeniyeti, yapısını İslam hukukundan türetilmiş bir metodolojiye dayandırdı; bu metodoloji daha önce teorize edilmemişti. Bu nedenle, çalışma bu metodolojiyi teorize etmeyi amaçladı ve İslam dünyasında ekonomik bağımlılık sorununu ele aldı. Araştırma, bu bağımlılığın ana nedeninin bu metodolojinin uygulanmasının ihmal edilmesi olduğunu sonuçlandırdı. Bu özgün yaklaşım, insan gelişimiyle birlikte arazi gelişimine odaklanırken, optimal bir üretken ortam sağlayan benzersiz ve çeşitli araçlara sahipti. Birleşik İslam devletinin birkaç ülkeye bölünmesinden sonra egemen devletler, kaynakları işgal etmeyi, kontrol etmeyi ve sömürmeyi kolaylaştırmak için bu metodolojinin uygulanmasını kasti olarak engelledi. Bu durum, gelişmeyi engelleyen birçok olumsuz etkiye neden oldu. Çalışma, İslam kentsel metodolojisinin, her koşulda uygulanabilir olan fıkhi esneklik özelliği sayesinde geri dönüşünün mümkün olduğu sonucuna vardı. Bu bağlamda, çağdaş dönemin koşullarını ve hızlı değişimlerini dikkate alan bir öneri geliştirildi ve bu amaçla çaba harcandı. Ayrıca, bağımlılık sorununa çözümler sunularak, çağdaş medeniyetin seviyesine ulaşma hedefiyle uyumlu ve gelişmenin temeli olan ekonomik bağımsızlığın yeniden tesisini sağlayacak çözümler geliştirildi. Araştırma, ekonomik bağımlılık boyutlarını belirlemek için tümevarımcı, tümdengelimci ve analitik bir yaklaşım izlerken, önerilen modellerin ve çözümlerin, İslam dünyasındaki mevcut kaynaklar çerçevesinde uygulanmasının ekonomik etkilerini öngörmek için kestirimci bir yöntem kullandı.

Islamic civilization established its infrastructure according to a methodology derived from Islamic law. This methodology had not been theorized before. Hence, the study aimed to theorize this methodology and addressed the problem of economic subordination in the Islamic world. The study concluded that the main reason for this subordination was the neglect of implementing this methodology. This methodology stands out for its focus on both human development and land development, as well as its unique and diverse tools that provide an optimal productive environment, which dominant nations sought to hinder its application after the fragmentation of the unified Islamic state into several countries, making it easier to occupy, control, and exploit their resources, leading to numerous adverse effects that hindered development. The study also concluded the potential return of implementing the Islamic urban methodology due to its Jurisprudential flexibility, making it adaptable to all circumstances, putting a suggested framework that considers the conditions of the modern era and its rapid changes, strives to catch up with civilization. Additionally, it suggested solutions to the problem of subordination, paving the way for the return of economic independence, which is fundamental to development. The research followed an inductive, deductive, and analytical approach to formulate the methodology and identify the dimensions of economic subordination. Moreover, it used a prospective method to forecast the economic effects of applying the proposed models and solutions within the available resources in our Islamic world.
