Uygur Türklerinin Türkiye'deki sosyal uyumu bağlamında Doğu Türkistanlı STK'lar: İstanbul örneği

Abstract

Doğu Türkistan, tarih boyunca hem dünya, hem de İslam medeniyetlerinin gelişmesinde öncü olacak bir coğrafyaya kaynaklık etmiştir. Ancak son yüzyılda bölgede oluşan Çin baskıları sonucu Türkiye'nin yanı sıra birçok ülkeye göçler meydana gelmiştir. Bu göçlerle birlikte maddi-manevi sorunların yanında uyum süreci etkili olmuştur. Bu çalışmada İstanbul'da bulunan Doğu Türkistanlı STK'ların, Doğu Türkistan kökenli göçmenlerin uyumuna katkısı araştırılmıştır. Araştırmada yüz yüze yarı yapılandırılmış derinlemesine mülakat tekniği kullanılmıştır. Bu bağlamda araştırma örneklemine dahil edilen 7 STK yöneticisinin yanı sıra bu STK'ların hizmetlerinden yararlanan 20 göçmenle derinlemesine mülakat yapılmıştır. Elde edilen bulgulara göre dil konusu ön plana çıkmaktadır. Türk dilinin Uygur Türkçesine yakın olmasından hareketle Uygurlar, Türkçeyi öğrenme hususunda yeterince ilgi ve özen göstermiyorlar. Bu da sosyal hayatın iletişiminde zorluklar getiriyor. Diğer edinilen veriler ışığında görülmektedir ki; Türkiye'ye göç eden Uygurların STK kültürü olmayışından kaynaklı sorunlar bulunmaktadır. Bunu iki sebeple açıklayabiliriz. Birincisi, STK'ların kurumsal açıdan yeterli olmayışı, organizasyon ve teşkilatlanmada insan gücü eksikliğinin yanında başı çeken maddi kaynak ve olanakların yetersizliğidir. İkincisi ise memleketlerinde Çin baskısıyla oluşmamış ya da sığ kalmış diyebileceğimiz vakıf veya dernek gibi oluşumlara Doğu Türkistanlı göçmenlerin yeterince ilgi göstermemesidir.

Throughout history, East Turkistan has been a source of a geography that has been a pioneer in the development of both the world and Islamic civilizations. However, as a result of Chinese pressures in the region in the last century, there have been migrations to many countries besides Turkey. Along with these migrations, the adaptation process has been effective in addition to the material-spiritual problems. In this study, the contribution of East Turkistan Non Governmental Organizations (NGOs) in Istanbul to the integration of East Turkistan origin immigrants has been investigated. In the research, face-to-face semi-structured in-depth interview technique was used. In this context, in-depth interviews were conducted with 20 immigrants who benefited from the services of these NGOs, as well as 7 NGO managers included in the research sample. According to the findings, the language issue comes as a main issue. Considering that the Turkish language is close to Uyghur Turkish, the Uyghurs do not show enough interest and attention in learning Turkish. This brings difficulties in the communication of social life. In the light of other obtained data, it is seen that; there are problems due to the lack of NGO culture of the Uyghurs who migrated to Turkey. This can be explained with two major reasons. First of all the inadequacy of NGOs in terms of institutionalization, the lack of manpower in organization and organization, as well as the inadequacy of financial resources and opportunities. The second one is that the citizens of East Turkistan do not show enough interest in formations such as foundations or associations, which we can say that they were not formed or very shallow with the pressures of China in their homeland.
