Türkiye’de göç yönetimi ve sosyal hizmet bakış açısından değerlendirilmesi

Abstract

Göç insanlığın varoluşu kadar eski bir tarihe sahiptir. Göçün psikolojik, sosyal, demografik gibi birçok özelliği ve etkisi bulunmaktadır. Tüm bu etkilerden hiç şüphesiz hem göçmenler ve hem de göç alan toplumlar etkilenmiştir. Bu nedenle göç olgusu sosyal hizmet mesleğinin en önemli alanlarından birini oluşturmuştur. Göçmenlerin uyumu, psikolojik ve sosyal alanda yaşananlar, göç alan ülkelerin ekonomik ve kültürel sorunları gibi birçok başlık incelendiğinde “göç” ve “sosyal hizmet “in birbirleri ile oldukça ilişkili olduğu anlaşılmaktadır. Özellikle 2011 yılında ülkemizin de içinde bulunduğu göç kanunları dikkate alınarak hazırlanan bu çalışmada; göçün kavramsal boyutu, çeşitleri, nedenleri ve göç yönetimine neden ihtiyaç duyulduğu, Türkiye’de göç tarihi ve yönetimi, sosyal hizmet ve göç ilişkisi, göç yönetiminde yaşanan sorunlar sosyal hizmet perspektifinden ele alınmıştır. Nitel araştırma yöntemlerinden “temel yorumlayıcı desen” kullanılan bu çalışmada, katılımcılara göçün sosyal hizmet açısından anlaşılmasına dair sorular sorulmuştur. Katılımcılar Türkiye’ye göç etmiş 30 göçmen üzerinden oluşturulmuştur. Araştırma kapsamında göçmenlerle yapılan görüşmelerden elde edilen bulgular; göçmenlerin Türkiye sınırları içerisinde uyum ve entegrasyon süreçlerini destekleyici eğitim, meslek edinme, iş imkanlarının geliştirilmesi, ekonomik açıdan iyileştirmelerin ve iş imkanlarının sağlanmasına yönelik daha sağlıklı çalışmaların yapılmasının gerekli olduğu yönündedir. Türkiye’de göç yönetimine ilişkin sosyal politikaların sosyal hizmet perspektifinde yeniden düzenlenmesine gerek duyulduğu sonucuna varılmıştır.

Migration has a history as old as the existence of mankind. Migration has many characteristics and effects such as psychological, social, demographic. Undoubtedly, both immigrants and the societies receiving immigration have been affected by all these effects. For this reason, the phenomenon of migration has formed one of the most important areas of the social work profession. When many topics such as the harmony of migrants, psychological and social events, economic and cultural problems of the countries receiving migration are examined, it is understood that “migration” and “social work “ are quite related to each other. Especially in 2011, prepared in accordance with the immigration laws in our country in this study, the conceptual dimension of migration, Types, Causes, and the need arises for Migration Management in Turkey and the history of migration management, migration and the relationship of social work, social services from the perspective of the problems in the management of migration are discussed. In this study, which used a “basic interpretative pattern” from qualitative research methods, participants were asked questions about the understanding of migration from the point of view of social work. The participants were made up of 30 immigrants who had immigrated to Turkey. The findings from the interviews with migrants, migrants in the scope of the research within the borders of Turkey cohesion and integration processes supporting educational, vocational, business development opportunities, economic improvements, and providing job opportunities to work towards a more healthy is necessary. It has been concluded that social policies related to migration management in Turkey need to be reorganized in the perspective of social work.
