Teknopark Yapılarına Bağlı Karşılaştırmalı Kentsel Gelişme Sayısal Tahmin Modeli

Abstract

Bu tez çalışması, Teknopark İstanbul örneği üzerinden, teknopark yapılarına bağlı olarak kentlerin mekânsal ve ekonomik gelişimini analiz etmeyi amaçlamaktadır. Araştırma kapsamında, teknoparkların çevresindeki sağlık tesislerine erişim, ulaşım ağlarına entegrasyon, konut değerlerindeki değişimler, sanayi bölgelerine yakınlık ve eğitim kurumlarına erişim gibi faktörler incelenmiştir. Çalışma, Teknopark İstanbul'un yalnızca ekonomik büyümeye değil, aynı zamanda yaşam kalitesi ve kentsel dönüşüm süreçlerine sağladığı katkıları ele almaktadır. Bu araştırma, İstanbul Sabahattin Zaim Üniversitesi İZÜ PRO destek programı kapsamında yürütülen "Teknopark Yapılarına Bağlı Kentsel Gelişme Sayısal Tahmin Modeli: İZÜ Örneği" başlıklı proje çerçevesinde gerçekleştirilmiştir. Proje sonucunda İstanbul Sabahattin Zaim Üniversitesi tarafından düzenlenen sosyal bilimler ve fen bilimleri kongrelerinde iki bildiri sunulmuştur. Proje kapsamında ayrıca TGB'lere yönelik birincil kaynak taramaları gerçekleştirilerek bu alandaki literatüre katkı sağlanmıştır. Zaim Teknoloji Geliştirme Bölgesi (TGB)'nden elde edilen veriler stratejik hedeflere uygun olarak analiz edilip, ilgili gençler ve araştırmacılarla paylaşılmıştır. Araştırmada anket ve röportaj teknikleri kullanılarak, Teknopark İstanbul çalışanlarının ve çevre halkının teknopark yapısına yönelik talepleri değerlendirilmiştir. Elde edilen veriler, sayısal tahmin modelleri ile işlenmiş ve mekânsal analiz teknikleri kullanılarak Teknopark İstanbul'un çevresel etkileri ortaya konulmuştur. Çalışmanın bulguları, teknopark çalışanlarının konut ve sosyal ihtiyaçlarını karşılamak için teknopark yapısına yakın bölgeleri tercih etme eğiliminde olduklarını ve lojistik, sağlık, eğitim ve sanayi sektörlerinin yer seçiminde teknoparklara yakınlığın belirleyici olduğunu göstermektedir. Araştırma kapsamında ayrıca, nazım imar planlarına dayalı analizler yapılarak Teknopark İstanbul'un çevredeki arazi kullanımı üzerindeki etkileri incelenmiştir. Çalışma, Teknopark İstanbul'un, dünyadaki diğer başarılı örneklerde olduğu gibi, çevresel ve ekonomik gelişime doğrudan etki ederek konut piyasasını ve ticaret alanlarını dönüştürdüğünü ortaya koymaktadır. Bu tez, kentsel planlama ve politika geliştirme süreçleri için stratejik bir model sunmayı amaçlamaktadır. Çalışmanın, gelecekte teknopark projelerinin kent entegrasyonu ve sürdürülebilir kalkınma süreçlerinde karar alıcılara ve yerel yönetimlere yol gösterici bir rehber olması beklenmektedir.

This thesis focuses on analyzing the spatial and economic impacts of technopark structures on urban development, using Technopark Istanbul as a case study. The research examines key factors such as access to healthcare facilities, integration with transportation networks, changes in housing values, proximity to industrial zones, and access to educational institutions. The study argues that Technopark Istanbul contributes not only to economic growth but also to improvements in quality of life and urban transformation processes. This research was conducted under the İZÜ PRO support program at Istanbul Sabahattin Zaim University, within the framework of the project titled "Quantitative Prediction Model for Urban Development Based on Technopark Structures: The İZÜ Case Study." As part of the project, two papers were presented at social sciences and natural sciences conferences organized by Istanbul Sabahattin Zaim University, rather than submitting a publication to national peer-reviewed journals. The project also involved primary source research on technology development zones (TGBs), contributing to the academic literature. Moreover, data obtained from the Zaim Technology Development Zone was analyzed and shared with young professionals and relevant stakeholders in line with strategic goals. The study employs surveys and interviews to assess the perceptions and preferences of Technopark Istanbul employees and local residents. The data collected was integrated into quantitative prediction models and processed using spatial analysis techniques to identify the environmental impacts of Technopark Istanbul. Key findings suggest that employees tend to choose residential areas close to the technopark to meet their housing and social needs. Furthermore, sectors such as logistics, healthcare, education, and industry were identified as having a higher preference for proximity to technopark structures. The research also includes master plan-based analyses to explore the impact of Technopark Istanbul on land use patterns. The findings show that, similar to successful global examples, Technopark Istanbul plays a significant role in transforming surrounding residential and commercial areas. This thesis aims to provide a strategic model for urban planning and policy development. It is expected that the study will serve as a guiding resource for decision-makers and local governments seeking to integrate technopark projects into sustainable urbanization strategies and economic development initiatives.
