I. Dünya Savaşı sonrasında Kudüs’te uygulanan iskân politikalarının mimari bağlamda incelenmesi

Abstract

Bir bölgedeki egemen devletin yürüttüğü politikalar halkın yaşayışlarını şekillendirdiği gibi buna paralel olarak bölgedeki şehirleri ve mimari dokusunu da şekillendirmektedir. Söz konusu bölgede oluşan egemen devletin değişimi durumunda yeni devletin yürüttüğü politikaların da kendi iktidarını sağlamlaştırmaya yönelik olduğu görülür. Değişim süreci bir işgalle gerçekleştirilmeye çalışıldığında ise yürütülen politikalar daha üstü kapalı ancak etkileri daha yoğun olabilmektedir. Çalışmanın konusu ise söz konusu durumlar için kullanılan politika çeşitlerinden biri olan iskân politikaları üzerinedir. Bölge olarak ise üç semavi din için de kutsal kabul edilmiş ve birçok medeniyete ev sahipliği yapmış Kudüs şehri seçilmiştir. Kudüs şehrinde I.Dünya Savaşından itibaren yaşanan yönetimsel değişimi meydana getiren ayaklardan olan iskan politikaları çalışmanın konusunu oluşturmaktadır. Bu bağlamda I.Dünya Savaşından itibaren değişen egemen gücün bu egemenliğini sağlaması ve yürütmesi için mimari ve kentsel bazda hangi politikları nasıl uyguladığı ve sonuçları incelenmiştir. Kudüs ile ilgili askeri, siyasi, sosyolojik, tarihi, ekonomik, coğrafi alanlarda birçok çalışma mevcuttur. Bu alanlar bir bölgenin toplumsal katmanlarındaki dönüşümün yönlendirici dinamiklerini olşturmaktadır. Makalede bu dinamiklerin ne şekilde temellendirildiği, dayanakları ve uygulama yöntemlerinin mimariyi araç olarak nasıl kullanıldığı açıklanmaya çalışılmıştır. Mimariyi bu konuda araç olarak kullanmak için yaptırım bazında üretilen iskân politikaları ve uygulamalarıyla hâkim gücün, mevcut coğrafyaya nasıl yayıldığı gösterilmiştir. Bu yayılım sırasında mekânsal adaleti hiçe sayan uygulamaların şehri ve mimari dokuyu tahribatı kaçınılmazdır. Bu bağlamda üretilen politikalar ve mimarinin kolonileştirmede aracı olarak kullanılması ilk ve tek olmamakla beraber Kudüs’ün üç semavi din için kutsal kabul edilmesi ve dünya kamoyunundaki önemiyle, bölge seçkin bir örnek özelliği taşır.

The policies carried out by the sovereign state in a region shape the lives of the people as well as the cities and architectural fabric in the region. In the event of the change of the sovereign state formed in the region in question, it is observed that the policies carried out by the new state are aimed at strengthening its power. When the process of change is attempted to be carried out with an occupation, the policies carried out may be more subtle but their effects may be more intense. The subject of the study is on settlement policies, which is one of the types of policies used for these situations. The city of Jerusalem, which was considered sacred for all three heavenly religions and hosted many civilizations, was chosen as the region. Settlement policies, one of the pillars that have brought about the administrative change in the city of Jerusalem since World War I, constitute the subject of the study. In this context, it has been examined how the sovereign power, which has changed since the First World War, applied and how it implemented policies on architectural and urban basis in order to ensure and carry out this sovereignty. There are many studies on Jerusalem in military, political, sociological, historical, economic and geographical fields. These areas form the guiding dynamics of the transformation in the social layers of a region. In the article, it is tried to explain how these dynamics are based, their basis and how the application methods are used as a tool of architecture. With the settlement policies and practices produced on the basis of sanctions in order to use architecture as a tool in this subject, it has been shown how the dominant power has spread to the existing geography. During this spread, it is inevitable that practices that disregard spatial justice will damage the city and architectural fabric. In this context, the use of the policies and architecture as a means of colonization is not the first and only, but the region is a distinguished example, with Jerusalem being considered sacred for three heavenly religions and its importance in the world public opinion.
