Sektörel ayrıma göre sosyal hizmetlerin konumlandırılması

Abstract

Sosyal hizmetler, anlaşılmasında ve belirlenmesinde güçlük yaşanan bir kavramdır. Gerek ilişkili olduğu başka kavramlarla gerekse etkileşimde olduğu başka sektörlerle karıştırılması bu kavramın doğru bir şekilde anlamlandırılmasını ve çeşitli sektörler odağında konumlandırılmasını gerektirmektedir. Sosyal hizmetler bir yönüyle sağlık sisteminin bir boyutu ve başka bir yönüyle sosyal güvenlik sisteminin bir sacayağı olarak konumlandırılabilmektedir. Sosyal hizmetler kamusal, sivil, özel ve gönüllü olarak uygulanabilen geniş kapsamlı bir hizmet sektörüdür. Ayrıca, sosyal sorunlara yönelik çözümlerin ya gönüllü yardımlar olarak ele alındığı ya ‘sosyal politikalar’ olarak oluşturulduğu, hukuk tarafından ‘sosyal haklar’ olarak tanındığı ve belirli plan, program ve projelerle ‘sosyal hizmetler’ olarak uygulamaya konulduğu çok boyutlu ve çok yönlü bir çalışma alanıdır. Bu bağlamda çalışmanın amacı sosyal hizmetleri sektörel ayrıma göre konumlandırmaktır. Literatür tarama yönteminin kullanıldığı çalışmada özgün şekiller ve teorik bilgiler çerçevesinde birtakım değerlendirmeler yapılarak çeşitli önerilerde bulunulmaktadır.

Social service/s is a term which is difficult to understand and position. Both confusing it with other terms that it is related and difficulty to determine its positional relations with other sectors require to correctly interpret and position it in the focus of various sectors. In this regard, the aim of this study to define social services truthfully and position it according to the sectoral discrimination. This study is found significant in terms of its unique subject, its accurate description of social services, addressing it in terms of various sectors, and in terms of its possible contribution to the literature. As the study method, some evaluations are done within the framework of theoretical information obtained using literature review, specific figures are used and various suggestions are done. The study results are that social services is a wide-ranging service sector which is regarded as ‘social healthcare services’ as a dimension of healthcare system, it is a trivet within the scope of social security system, it is seen as the face of social policies directed to the application, plays a significant role in carrying the society to social welfare which can be applied as ‘public, civil, private, and voluntary’ and also include the sectors of healthcare, education, and judiciary.
