Filipin toplumunun müslüman morolar özelinde tarihçesi, özerklik süreci ve Türkiye’nin bu sürece olan katkısı

Abstract

Filipin Müslümanlarıyla Mindanao'da yaşayan Bangsamorolar, Filipin kimliğinden tarihsel olarak daha önce ortaya çıkmış bir toplumdur. Kültür bakımından özgün ve farklı bir yapıya sahiptir. Bugün bile Müslüman Mindanao Özerk Bölgesi’ndeki (ARMM) Filipin Müslümanları hürriyet, eşitlik ve sosyal adalet konularında devam etmekte olan mücadeleleri yüzünden fakirliğin ve ezilmenin yükünü çekiyor ve bozulan barış nizamının sıkıntılı ve güç şartlarında yaşamaya devam etmektedirler. Filipin hükümetinin idaresinin merkeziyetçi bir yapıda olması Filipinler’in Hıristiyan ve Müslüman toplumları gibi değişik tarihsel tecrübeleri ve değişik kültürleri barındıran toplumlarının idaresi için elverişli değildir. Filipin hükümetinin merkezi idarenin üstünlüğüne dayalı politik oluşumu, hükümete ve yönetime katılımda Müslümanların siyasi olarak güçlenmesine ve yeteri kadar temsil edilmelerine engeldir ve onların yönetime katılmalarına hiç de duyarlı değildir. Bu çalışmada Filipinler’in Güneyinde yaşayan Müslüman cemaatlerin kültürlerini yaşamada özgürlük ve siyasi bağımsızlık mücadelelerinin tarihsel açıdan evrimlerini incelenmiştir.

The Bangsamoros living in Mindanao with Philippine Muslims is a society that has emerged historically before the Philippine identity and has a unique and distinct nature in terms of culture. Even today, Philippine Muslims in the Muslim Mindanao Autonomous Region (ARMM) are trying to continue to live in the troubled and difficult conditions of the ongoing struggle for freedom, equality, social justice, and the burden of poverty and oppression and the deteriorating peace order. This multipolar problem, which is considered as one of the effects of the Moro problem, needs to be fully understood and handled properly. The centralized structure of the administration of the Philippine government is not conducive to the administration of the societies of the Philippines, such as the Christian and Muslim societies, which have different historical experiences and different cultures. The political formation of the Philippine government, based on the supremacy of the central government, prevents Muslims from being politically empowered and sufficiently represented in participation in government and administration, and is not at all susceptible to their participation in government. In this study, the historical evolution of the struggle for freedom and political independence in living the cultures of the Muslim communities living in the South of the Philippines has been examined.
