Bir popülist siyaset örneği olarak Genç Parti

Abstract

Bu çalışmada, popülizm kavramsallaştırılarak, Genç Parti'nin bir popülist siyasi hareket olduğu iddia edilmektedir. Bununla birlikte, popülizmin bir ideoloji olmaktan çok bir siyaset yapma tarzı olduğu ya da politik bir mantığa işaret ettiği düşünülmektedir. Popülizmin bir ideoloji olmadığı fikrini pekiştirmek amacıyla Karl Marx ve Louis Althusser'in ideolojiye ilişkin değerlendirmeleri detaylı bir şekilde ele alınmıştır. Çalışmada, popülizmin farklı ideolojilerle eklemlenebilen bir özelliğe sahip olduğu düşünüldüğünden, popülizmin neol-liberalizm, faşizm ve demokrasiyle ilişkisi değerlendirilmiştir. Popülizm olgusunun daha iyi anlaşılabilmesi için dünyanın değişik coğrafyalarındaki popülist siyasi hareketler incelenmiştir. Bu amaçla ABD, Rusya, Latin Amerika ve Avrupa'daki popülist varyantlar örnekleriyle birlikte değerlendirilmiştir. Çalışma, aynı zamanda, 3 Kasım 2002 genel seçimleri öncesinde Türkiye'nin içinde bulunduğu siyasi ve iktisadi durumun anlaşılması bakımından da yakın dönem siyasi tarihe ışık tutmaktadır. Yapılan bu çalışma nitel araştırma yöntemleri kullanılarak gerçekleştirilmiştir. Bu amaçla popülizm teorisine ilişkin geniş bir literatür çalışması yapılarak hem popülizm kavramsallaştırılmaya çalışılmış hem de örnek olay olarak seçilen Genç Parti'nin popülist yönü ön plana çıkarılmaya çalışılmıştır. Genç Parti'nin seçim kampanyaları boyunca kullandığı dil ve üslup doküman incelemesi yöntemiyle veri olarak toplanmıştır. Toplanan bu veriler yorumlanarak analiz edilmiştir. Çalışmada nitel araştırma tekniklerinden mülakat yöntemine başvurulmuştur. Bu amaçla Genç Parti yöneticileriyle görüşmeler gerçekleştirilmiş bu görüşmelerden elde edilen veriler Genç Parti'nin popülist stratejisi çerçevesinde tartışılmıştır. Popülizmin temel karakteristik özelliklerini taşıdığı iddia edilen Genç Parti, kendisiyle benzerlik gösteren diğer siyasi partilerle karşılaştırılarak değerlendirilmiştir. Ayrıca Genç Parti'nin hem sağ hem de sol popülizmin bazı temel özelliklerini birlikte gösterdiğinden özgün bir popülist parti görünümündedir. Çalışma süresince elde edilen bulgular sonuç bölümünde tartışılmış ve Genç Parti'nin literatürde tasvir edilen popülizm şablonuna uyduğu, popülist parti olarak nitelendirilen birçok siyasi partiyle önemli ölçüde benzerlik gösterdiği ve Cem Uzan'ın da popülist lider profiliyle önemli ölçüde örtüştüğü sonucuna varılmıştır.In this study, by conceptualizing populism, the Genç Parti is claimed to be a populist political movement. However, populism is also thought to be a way of doing politics rather than be an ideology, or it is thought to point to a political logic. In order to reinforce the idea that populism is not an ideology, Karl Marx and Louis Althusser's evaluations on ideology were discussed in detail. In the study, since it is thought that populism has a feature that can be articulated with different ideologies, the relation of populism with neol-liberalism, fascism and democracy is evaluated. In order to better understand the phenomenon of populism, populist political movements in different geographies of the world have been elaborately studied. For this purpose, populist variants in the USA, Russia, Latin America and Europe have been evaluated along with their examples. The study also sheds light on the recent political history in terms of understanding the political and economic situation in Turkey before the general elections of 3 November 2002. This study was carried out using qualitative research methods. For this purpose, a large literature study on the theory of populism has been carried out to both conceptualize populism and to highlight the populist aspect of the Genç Parti which has been chosen as a case study. The language and style used by the Genç Parti during the election campaigns were collected as data by document analysis method. All the collected data were interpreted and analyzed. Interview method, one of the qualitative research techniques, was used in the study. For this purpose, interviews were held with the Genç Parti executives and the data obtained from these interviews were discussed within the framework of the populist strategy of the Genç Parti. In addition, the Genç Parti has the appearance of a unique populist party since it displays some of the basic features of both right and left populism. The findings obtained during the study were discussed in the conclusion section and it was concluded that the Genç Parti complied with the populism pattern described in the literature, showed a significant similarity with many political parties defined as populist parties, and that Cem Uzan significantly coincided with the populist leader profile.
