Birleşik Krallık’ta ana akım siyasi partilerin yaşlılara yaklaşımı

Abstract

Bu makalede, Birleşik Krallık’taki ana akım siyasi partilerin yaşlılara yaklaşımı incelenmiştir. Muhafazakar Parti, İşçi Partisi, Liberal Demokratlar’ın 2017 ve 2019 seçim bildirgelerinde, web sayfalarında “yaşlanma/yaşlılar”, “emekli/emeklilik” kelimeleri taratılmış, betimsel içerik analizi uygulanmıştır. Bildirgelerindeki sözleri kapsayıcı ve çeşitli olan, konuya websayfasında değinen İşçi Parti’sinin yaşlıları en çok kucaklayan parti olduğu söylenebilir. İşçi Parti’sinin yaşlılara olan duyarlılığı eşit toplum hedefiyle açıklanabilir. Muhafazakar Parti, her üç parti de 2017 seçim bildirgelerinde yaşlılar veya emeklilere bir alt başlık açmışken 2019’da böylesi bir başlığı 2019’da kaldırmış tek partidir. Burada yaşlıları kucaklama açısından adeta bir geriye gitme söz konusudur. Web sayfası itibariyle ise Muhafazakar Parti’nin bu konuya yeni eğildiği söylenebilir. Bu durum partinin iktidarda olmasıyla, muhalefetten farklı olarak, eyleme en yakın parti olmanın getirdiği ağır yükle açıklanabilir. Liberal Demokratlar, seçim bildirgesinde, vaat sayısı itibariyle en arkaya düşen partidir. Liberal Demokratlar’ın web sayfasındaki yaşlılar ve emeklilerle ilgili dosyaların eski olduğu ve bunların içeriğindeki bazı sözlerin kucaklayıcılık açısından eksik sayılabileceği de fark edilmiştir. Buradan, partinin, genel liberal yaklaşımına rağmen, yaşlılar ve emeklilere diğer iki ana parti kadar önem vermediği ileri sürülebilir.

In this article, the approach of mainstream political parties to the older people in the UK is studied. The words “ageing/older people”, “pensioner/pension” were searched in the electoral bulletins of 2017 and 2019 as well as in the webpages of the Conservative Party, the Labour Party, the Liberal Democrats and content analysis was conducted. Based on the comprehensiveness and the diversity of promises in the electoral bulletins and the presence of the subject on the web page, it could be argued that the Labour Party is the party that embraces the older people the most. The sensitivity of the Labour Party towards the older people could be explained by the fact that the party aims to reach an egalitarian society. Although all three parties have older people or pensioners in the subtitles of electoral bulletins in 2017, the Conservative Party is the only one that eliminated such a subtitle in 2019. Here, there is practically a regression in terms of the party’s willingness to embrace the older people. As far as its web page is concerned, it could be argued that the Conservative Party has just started to bring up the issue online. This could be explained by the fact that the party is in power and suffers from the heavy burden of having to deliver any promises in the field, unlike the opposition. Liberal Democrats are the last as far as the promises in the electoral bulletins are concerned. On the web page of the Liberal Democrats, the folders on the older people and the pensioners are dated and some of the promises could be considered deficient as far as their comprehensiveness is concerned. Hence, despite its general liberal approach, it could be argued that the party does not give as much importance to the older people and the pensioners as the other two political parties.
