Sanayi dönüşüm projelerinde yerel yönetimlerin rolü: Aksaray yeni küçük sanayi sitesi örneği

Abstract

Ülkemizde son yıllarda, şehir merkezlerinde kalmış, işlevlerini yitirmiş, sosyal çöküntü alanı haline gelmiş yerleşim bölgelerinin kentsel dönüşümü ile yeni yaşam alanlarının üretilmesine yönelik projeler gündemde bulunmaktadır. Kentsel dönüşüm, şehrin kimliği ile artık uyum göstermeyen plansız mekanların yenilenip dönüştürülmesi ve şehre tekrar kazandırılması sürecidir. Aksaray merkezde bulunan ve işlevini yitirmiş, görüntü kirliliğine sahip eski sanayi sitesinin taşınması, yeni şehir merkezi olarak düşünülen bu alanda gerekli planlama çalışmaları yapıldıktan sonra, kendiliğinden dönüşmesine olanak sağlayacak sürecin oluşturulması ve takibi, tarihi kent merkezinin aslına uygun yeniden kurgulanması gibi birçok başlığa sahip "Yeni Küçük Sanayi Sitesi Projesi", ülkemizde yapılacak diğer sanayi dönüşüm projelerine altlık teşkil etmesi açısından özgün bir deneyime sahip bulunmaktadır. Bu çalışmada, yerel bir yönetimin koordinasyonunda, sanayideki meslek odaları ile TOKİ ve diğer kurumlar arasında sürecin nasıl planlanıp işlediği, esnafın bu süreç içerisinde almış olduğu rol, meslek odalarının süreçteki katkıları gibi birçok konu incelenmiştir. Çalışmanın son bölümünde ise, Aksaray'da gerçekleştirilen kentsel dönüşüm çalışmasının ne oranda başarıya ulaştığı, planlama sürecinde ne gibi sorunlar ile karşılaşıldığı ve nasıl çözümler üretildiği konularında bilgiler verilip değerlendirmeler yapılmıştır.

In recent years, the urban redevelopment of residential areas that have remained in city centers, lost their functions and become social depression, as well as projects to create new living spaces, have been on the agenda in our country. Urban redevelopment is the process of renovating and transforming unplanned spaces that no longer fit the city's identity and bringing them back into the city. Moving the old industrial site, which is located in the center of Aksaray, which has lost its function and has visual pollution, and after the necessary planning studies are made in this area, which is considered as the new city center, the creation of a process that will allow it to transform itself and its follow-up, the reconstruction of the historical city center in accordance with its originality (New Small Industrial Site), has a unique experience in terms of being a base for other industrial transformation projects to be made in our country. In this study, many topics such as how the process was planned and worked between the professional chambers of industry and TOKİ and other institutions under the coordination of a local administration, the role of the tradesmen in this process, the contributions of the professional chambers in the process were examined. In the last part of the study, information was given and evaluations were made on the extent of the success of the urban transformation work carried out in Aksaray, what kind of problems were encountered in the process planning and how solutions were produced.
