Türkiye’de yoksulluk sorunu ile mücadelede zekat kurumunun rolü ve gerekliliği hakkında camii cemaati üzerine bir araştırma

Abstract

Yoksulluk sorunu toplumların en önemli sorunlarından biridir. Türkiye’de özellikle son yıllarda yoksulluk oranında önemli düzeyde bir azalma olmasına rağmen, halen küçümsenemeyecek bir orana sahip olduğu görülmektedir. Bu sorunla mücadelede çoğunlukla kamusal politikaların ilk akla gelen seçenekler olduğu bilinmektedir. Bu kadar devasa bir sorun ile sadece kamusal politikalarla mücadele etmek pek mümkün görünmemektedir. Bu yüzden, tamamlayıcı ve telafi edici bir yönü bulunan, İslam dininin bir kurumu olan zekatın rolünün; toplumsal eğilimlerini analiz etmek üzere bir alan araştırması ortaya konmuştur. Yapılmış çeşitli araştırmalarda zekat kurumunun bir çok İslam ülkesindeki yoksulluğa tamamen son verecek düzeyde zekat potansiyeline sahip olduğu hesaplanmaktadır. Bu çerçevede, bu kurumun gerekliliğine yönelik toplumun eğilimini ve bu kurumun yoksullukla mücadelede beklenen potansiyeli sağlayabilirliği, cami cemaati arasında yapılmış bir alan araştırması ile analiz edilmiştir. Ankette “kolayda örnekleme” yöntemi kullanılmıştır. Araştırmaya katılmayı kabul eden 346 kişi ile anket yapılarak veri elde edilmiştir. Bu kurumun, yoksulluk ile mücadelede önemli politika seçeneği olma potansiyeli taşıdığı ortaya konulmaktadır.

The problem of poverty is one of the most important problems of societies. Although there is a significant reduction in the rate of poverty in Turkey, especially in recent years, it still appears to have a ratio that cannot be underestimated. It is mostly known that public policies are first options that comes to mind in the struggle against this problem. It does not seem possible to deal with such a huge problem only with public policies. Therefore, the role of zakat, an institution of Islamic religion with a complementary and compensatory aspect; a field research was conducted to analyze social tendencies. In various studies it is calculated that the zakat institution has a zakat potential that would completely end the poverty in many Islamic countries. In this context, the tendency of the society towards the necessity of this institution and its ability to provide the expected potential in the struggle against poverty was analyzed by a field research conducted between the mosque community. In the survey "convenience sampling" method was used. Data is obtained by surveying 346 individuals who accepted to participate in the research. It is revealed that this institution has the potential to be an important policy option in the struggle against poverty.
