Yönetsel bağlamda okul öncesi eğitimdeki sorunlar: bir fenomenoloji çalışması

Abstract

Bu araştırmanın amacı, okul öncesi eğitim öğretmeni görüşlerine göre yönetsel bağlamda okul öncesi eğitimdeki sorunların belirlenmesidir. Bu çalışma nitel araştırma yöntemini esas alan, olgubilim (fenomenoloji) araştırmasıdır. Bu araştırmanın çalışma grubunu, Ankara il merkezindeki ilçelerde yer alan ilkokul, ortaokul, lise ve anaokullarında görevli 56 okul öncesi eğitim öğretmeni oluşturmaktadır. Veriler, 2018-2019 eğitim öğretim yılı Mart ayı içerisinde toplanmıştır. Görüşme tekniği kullanılarak verilere ulaşılmış bu araştırmada verilerin çözümlenmesinde içerik analizi ve betimsel analiz tekniği kullanılmış, bulgular uygun görülen ve gerekli olan yerlerde nicelleştirilerek (sayı kullanılarak) sunulmuştur. Okul öncesi eğitim kurumlarında birtakım yönetsel sorunların olduğu ifade edilebilir. Bu sorunlar arasında; okullarda okul öncesi öğretmenleri arasında bir iletişim ve rekabet sorunu bulunması, öğretmenlere olması gerekenden daha fazla sorumluluk verilmesi, birtakım materyallerin eksik olması, yönetimin geleneksel yönetim anlayışıyla hareket etmesi ve sınıf mevcutlarının kalabalık olması, öğretmen isteğinin veli isteği söz konusu olduğunda göz ardı edilmesi sayılabilir. Okul öncesi eğitim kurumlarında yönetsel birtakım sorunların üstesinden gelebilmek ve etkin okul yönetimini sağlamak adına yöneticilerin okul öncesi eğitimi mezunu olmaları veya bu konuda yeterli bir hizmet öncesi ve içi eğitim almaları sağlanabilir.

The purpose of this research is to determine the problems in pre-school education in the administrative context according to the opinions of preschool education teachers. This study is a phenomenology research based on the qualitative research method. The study group of this research consists of 56 preprimary education teachers working in primary, secondary, high school and kindergartens located in the districts of Ankara city center. The data were collected in March 2018-2019 academic year. In this study, data analysis was used by using interview technique, content analysis and descriptive analysis technique were used, and the findings were presented by quantifying (using numbers) where appropriate and necessary. It can be stated that there are some administrative problems in preschool education institutions. Among these problems; there is a problem of communication and competition among preschool teachers in schools, giving teachers more responsibility than they should be, lack of some materials, management's traditional management approach and crowding of class sizes, ignoring teachers' request when parents are concerned. In order to overcome some administrative problems in preschool education institutions and to ensure effective school management, administrators can be graduated from pre-school education or receive sufficient pre-service and in-service training.
