Küresel salgın bağlamında özel gereksinimli çocuk sahibi ebeveynlerin yaşadığı sorunlar (sağlık, eğitim, ekonomi ve sosyal)

Abstract

Dünya üzerinde geçmişten günümüze birçok salgın türü yaşanmıştır. Toplumlara nüfuz eden her bir salgının ekonomik, siyasi, eğitim ve sosyal çevreye etkisi yadsınamaz düzeydedir. Günümüz dünyasına etki eden Koronavirüs Salgını da geçmişte yaşanan salgınlar gibi bireyleri pek çok unsur açısından olumsuz yönde etkilemiştir. Toplumdaki her bir birey, salgından etkilenmiş olsa da salgının olumsuz koşullarına en fazla yakalanma eğilimi olan sınıf özel gereksinimli çocuklar ve aileleri olmaktadır. Bu sınıfta yer alan bireylerin salgından diğer bireylere göre daha fazla etkilenmelerinin birçok nedeni vardır. Ülkemizde hem resmî hem de özel kurumlar bünyesince salgın döneminde özel bireylere ve ailelerine yönelik çeşitli hizmet ve olanaklar sağlanmaktadır. Sağlanan hizmet ve olanaklar neticesinde ilk olarak sağlık alanında olmak üzere eğitim, ekonomi ve psiko-sosyal destekler ile birlikte bu çocukların ve ailelerinin salgın sürecinin olumsuz etkilerini en az seviyede hissetmeleri için gerekli çalışmalar yapılmıştır. Böylece ülkemiz, sosyal devlet anlayışı ekseninde özel gereksinimli çocuklar ve ailelerini her anlamda destekleyerek topluma kazanımlarını gerçekleştirmiştir.

There have been many types of epidemics in the world from past to present. The impact of each epidemic that penetrates into societies on the economic, political, educational and social environment is undeniable. The Coronavirus Epidemic, which affects today's world, has also negatively affected individuals in terms of many factors, like the epidemics experienced in the past. Although every individual in the society has been affected by the epidemic, the class most prone to be caught in the negative conditions of the epidemic is children with special needs and their families. There are many reasons why individuals in this class are more affected by the epidemic than other individuals. In our country, various services and opportunities are provided for private individuals and their families during the epidemic period by both public and private institutions. As a result of the services and opportunities provided, necessary studies have been carried out to ensure that these children and their families feel the negative effects of the epidemic process at a minimum level, along with education, economy and psycho-social support, primarily in the field of health. Thus, our country has realized its social gains by supporting children with special needs and their families in every sense on the axis of the social state understanding.
