İnsani gelişmişlik endeksi'nin OECD ülkelerine uygulanması

Abstract

İnsani Gelişmişlik Endeksi (İGE), Yaşam Beklentisi, Yetişkin Okur-Yazarlığı ve Okullaşma ile Kişi Başına Düşen Gayrisafi Yurtiçi Hasıla olan dört ana göstergeye bağlı olarak ülkelerin milli refah düzeylerini ölçmektedir. Fakat insani gelişmişlik, şu an İGE'nde yansıtılandan çok daha geniş ve boyutlu bir kavramdır. Buna istinaden endeksin, toplumsal gelişmişliğin daha fazla boyutunu hesaba dâhil etmesi için teorisi ve hesaplanmasında bir gözden geçirmeye ihtiyaç vardır. Bunu gerçekleştirmek için, ülkelerin insani gelişmişliğinin önemli bir belirleyicisi olan işsizlik oranı, orijinal İGE modeline eklenmiştir. Tavsiye edilen endeks, "İşsizliğe göre ayarlanmış İGE" olarak adlandırılmış ve İGE-2 ile gösterilmiştir. Bu çalışmada, İGE-2, 1998 ve 2007 arasındaki yıllar için 30 OECD ülkesi için hesaplanmıştır. Ülkeler, İGE ve İGE-2 verilerine bağlı olarak "Kümeleme Analizi" yöntemi ile sınıflandırılmıştır. Bunun akabinde, ülkelerin verimlilik değerlerinin hesaplanmasında, hem İGE modeli, hem de İGE-2 modeli üzerinde "Veri Zarflama Analizi (VZA)" uygulanmıştır. Sonuçlar, işsizlik oranının İGE'ne yeni bir gösterge olarak eklenmesinin endeksi daha kapsamlı hale getirme potansiyeli ve ülkelerin kalkınma performanslarını değerlendirmede uygun bir yaklaşım olduğunu göstermektedir. Önerilen endeks İGE'nin alternatif veya tamamlayıcısı olarak düşünülebilir. Çıkan sonuçlar için gerekli öneriler yapılmıştır.

The Human Development Index (HDI) is a country-level measure of national well-being based on the four indicators, namely Life Expectancy at Birth, Adult Literacy and School Enrolment, and Gross Domestic Product per capita. However, the concept of human development is much wider than what is currently reflected in the HDI. Thus, the index needs a theoretical and computational revision so that it can capture more aspects of social welfare. To achieve this, an important determinant of a country's human development, i.e. unemployment rate, is added to the original model of HDI. The proposed index is called the "Unemployment-adjusted HDI" and denoted by HDI-2. In this study, HDI-2 is calculated for 30 OECD countries between 1998 and 2007. Countries are classified by Cluster Analysis depending on their HDI and HDI-2 values. Thereafter, Data Envelopment Analysis (DEA) is applied both for the HDI and HDI-2 models to calculate the efficiency score of countries. The results show that the addition of unemployment rate to the HDI as a new indicator has the potential to make the index more comprehensive and present a suitable approach for assessing the development performance of countries.
