İslam ekonomisinde maliye politikası -teorik bir yaklaşım-

Abstract

Çalışmanın temel amacı; kamu harcamaları ve kamu gelirlerinden oluşan maliye politikasını İslam ekonomisi perspektifinden ele alıp incelemektir. Bir diğer amaç ise İslam ekonomisinde maliye politikasıyla geleneksel ekonomide maliye politikalarının karşılaştırılmasının yapılmasıdır. Maliye politikası özellikle vergi boyutunun ve zekâtın öneminden dolayı İslam ekonomisi açısından ele alınıp incelenmesi bu çalışmanın kapsamı içerisinde yer alacaktır. Çalışmada ilk olarak geleneksel anlamda maliye politikası teorik açıdan incelenecektir. Çalışmanın ilerleyen bölümlerinde ise İslam ekonomisi ele alınacak daha sonra İslam ekonomisinde maliye politikasının amaçları ve araçlarıyla, işleyiş mekanizması ortaya konulacaktır. Çalışma sonunda İslam ekonomisi maliye politikasına göre; kamu gelirlerini; zekât ile birlikte çeşitli vergilerin oluşturduğu tespit edilmiştir. İslam ekonomisi maliye politikasında kamu harcamaları konusunda ise; zekât dışında elde edilen gelirlerin harcamalarında, zamanın şartlarına göre kamu otoritesinin tam bir hareket serbestliğine sahip olduğu ortaya çıkmıştır.

The main aim of this study is to examine the fiscal policy which consists of public expenditures and public revenues from the perspective of Islamic economy. Another objective is to compare fiscal policy in the Islamic economy with fiscal policies in the traditional economy. Fiscal policy will be included in the scope of this study examination in terms of Islamic economy, especially due to tax economy and the zakat. In the study, firstly the fiscal policy in the traditional sense will be examined theoretically. In the following parts of the study, the Islamic economy will be considered and then the Islamic economy will be introduced with the aims and means of fiscal policy and the mechanism of operation. At the end of the study, it has been determined that public revenues according to Islamic economy's fiscal policy are composed of various taxes together with zakat. It has been revealed that the public authority has a complete freedom of movement in terms of the expenditures of the out-of-zakat in terms of public spending in the Islamic economy fiscal policy.
