Tahran’da Kentleşme ve Metropoliten Yönetimi

Abstract

Tahran, 200 yılda çok küçük bir yerleşimden 13 milyon nüfusu aşan bir metropol haline gelmiştir. Metropolde hızlı kentleşmeyi yönetmek için, her biri büyük bir şehir olan 22 kentsel alan oluşturulmuştur. Bu 22 bölgedeki farklılıklar çok yoğundur. Son on yılda, İran’da düşük gelirli konut sağlama konusunda önemli faaliyetler olmuştur. Bölgeler arası eşitsizlikleri, trafik sıkışıklığını ve hava kirliliğini azaltmak ve vatandaşların kentsel hizmetlere erişimini arttırmak için, entegre ve verimli bir yönetim sisteminin kurulması mevcut şehir yönetiminin gündemindedir. Bu metropolün entegre yönetimi için sürdürülebilir kaynakların sağlanması çok önemli bir konudur. Bununla birlikte Tahran için en önemli risklerden biri depremdir. Son yıllarda, Japonya Uluslararası İşbirliği Ajansı (JICA)'nın yardımıyla deprem azaltma senaryoları geliştirilmiş ve uygulanmıştır. Dirençlilik ve sürdürülebilir bir metropol yaratmak için hareket etmek, Tahran yöneticilerinin gündemindedir.

During the past 200 years, Tehran has transformed from a small village to a large Metropolis of about 13 million population. To manage this rapid urbanization, Tehran Metropolis has been divided into 22 regions, every one of which is considered as a big city. There exist real inter-regional disparities among these 22 districts. In the past decade, there have been important activities in providing low-income housing in Iran. In order to reduce the interregional disparities, traffic congestion and air pollution, and to increase the access of the citizens to urban services, establishment of an integrated and efficient management system for this Metropolis is in the agenda of the existing City Management. Providing sustainable resources is an important issue for the integrated management of this metropolis. Also, earthquake is one of the important issues that has been taken into the consideration. In the past years, with the assistance from Japan International Cooperation Agency (JICA), scenarios for earthquake mitigation has been developed and implemented. Moving towards establishment of a resilient and sustainable metropolis is in the agenda of the existing urban managers of Tehran Metropolis.
