Since the earliest stages of history, any structure that has acquired the status of a state must perform certain tasks and operations that are the prerequisite of social life. The prerequisite to fulfil these tasks makes it inevitable for the state to possess revenues. For this purpose, regardless of its ideology, every state has generated some sources of income for itself. As such the religion of Islam, which has a system of life and solutions concerning all areas of human life, also provides solutions regarding state revenues and expenditures. Islamic law has defined the sources and related issues regarding revenues, which are discussed within the concept of Bayt al-Mal, in full detail. Thus it has also clarified the purpose, the amount and the manner in which these collected revenues have to be spent. In summary, Islamic law contains a sufficient amount of details about government revenues and expenditures. This work discusses the types of state revenues in the context of budget in Islamic law, the concept of public property, revenue from public property, the legal status of mines, the principles of taxation, and aspects of public expenditure according to Islamic jurisprudence.
