İslâmcı düşünür Said Halim Paşa ve siyasi düşünceleri

Abstract

Bu tez, İslamcı düşünür Said Halim Paşa'nın İslamcılık düşüncesi içindeki yerini ve siyasi düşüncelerini konu edinmektedir. Tezin amacı, Paşa'nın siyasi düşüncelerini, bütüncül ve sistemli olarak ortaya koyabilmektir. Çalışma boyunca, nitel araştırma yöntemlerinden 'Doküman inceleme yöntemi' kullanılmıştır. Bu çerçevede Paşa'ya ait eserler ve onunla ilgili yazılmış tez, kitap ve makaleler taranmıştır. Çalışmanın sonuçları şöyle ifade edilebilir: Genel olarak geleneksel İslamcı bir çizgide duran Said Halim Paşa, siyasi düşüncelerini, İslam'ın sosyal, ahlak ve inanç esaslarına dayandırmaktadır. Hayatın her alanında olduğu gibi, siyasi alanda da Şeriat'ın hâkimiyetini kabul etmektedir. Milli irade hâkimiyetini, ancak Şeriat'ın hâkimiyetine ters düşmemesi durumunda önemsemektedir. İstibdat, meşrutiyet, kânûn-i esâsi, hürriyet, eşitlik ve dayanışma gibi temel siyasi kavramlara İslam esasları çerçevesinde yaklaşmaktadır. İslam'ın, devlet ve hükümet sistemini bir gereklilik olarak gördüğünü belirtmekte, Halifelik sistemini ve İslam birliği düşüncesini savunmaktadır. Batı'dan bilim ve tekniği olduğu gibi almaya, milliyet bencilliğine, milli taassuba ve İslam birliğini bozucu bir milliyetçiliğe ve demokrasiye karşı çıkmaktadır. İslam'ın çizdiği ilkeler çerçevesinde bir ilerleme anlayışı ortaya koymaktadır. Bu anlayış, Paşa'nın öngördüğü siyasi sistemin amaçlarını anlamayı kolaylaştırmaktadır. Tezde İslamcılık cereyanının önemli isimlerinden biri kabul edilen Said Halim Paşa'nın siyasi düşünce haritası çıkarılmaktadır.

This thesis deals with the place of the Islamist thinker Said Halim Pasha in the Islamist thought and it examines his political ideas. The thesis aims to spell out the political views of Pasha holistically and systematically. Throughout the study, the 'Document review method', one of the qualitative research methods, was used. In this context, the works of Pasha and the theses, books and articles written about him were examined. The results of the study can be expressed as follows: Said Halim Pasha, who generally stands on a traditional Islamist line, bases his political thoughts on the social, moral, and belief principles of Islam. As in all areas of life, he accepts the dominance of Sharia in the political arena. He attaches importance to the supremacy of the national will only if it does not contradict the supremacy of the Sharia. He approaches basic political concepts such as tyranny, constitutionalism, fundamental law, freedom, equality and solidarity within the framework of Islamic principles. He states that Islam sees the state and government system as a necessity, and defends the Caliphate system and the idea of Islamic unity. He opposes taking science and technology from the West as they are, a Western-style nationalism and democracy. He espouses a conception of progress within the boundaries of the principles drawn by Islam. This conception is essential in terms of understanding the goals of the political system envisaged by the Pasha.
