II. Meşrutiyet Döneminde halk eğitimi alanındaki gelişmeler

Abstract

Bu araştırma II. Meşrutiyet döneminde Osmanlı Devleti'nin halk eğitimine olan yaklaşımı ve bu yaklaşımla geliştirdiği uygulamalar açısından geçirdiği tarihi değişimi ortaya koymaktadır. Osmanlı Devleti'nin dönüm noktası olarak kabul edilen II. Meşrutiyet döneminde halk eğitiminin geçirdiği süreçler, gelişim ve eğitim açısından ele alınmıştır. Bu araştırma ile halkın bilinçlenmesi ve eğitimi için ne gibi çalışmalar yapıldığı incelenmiştir. Araştırmanın kaynakları II. Meşrutiyet döneminde yayınlanmış basılı eserler ve o dönemi ele alan günümüz yayınlarından oluşmaktadır. Bu kaynaklar ağırlıklı olarak araştırma metinlerini kapsamaktadır. Ek olarak ikincil kaynaklar yardımıyla farklı yorumlar ile desteklenmiştir. Bu kaynaklardan ulaşılan sonuca göre halka yönelik eğitim faaliyeti veren kurumlar II. Meşrutiyet'ten önce de bulunmaktadır. II. Meşrutiyet'in gerçekleştiği 1908 yılından itibaren ise halk eğitimi adı altında kurumlar açılmaya başlamıştır. Bu dönemde açılan halk eğitim kurumları yaşanan savaşlar nedeni ile fazla faaliyet gösterememiş olsalar da program, uygulama ve örnekleri ile günümüze yönelik bir alt yapı oluşturmuşlardır.

This research reveals the approach of the Ottoman Empire to public education and the historical change it went through in terms of the practices it developed with this approach during the Constitutional Monarchy II. The processes of public education in the Constitutional Monarchy II which considered the turning point of the Ottoman Empire, have been discussed in terms of development and education. It has been investigated that what kind of studies were done for public awareness and education. Sources of research consists of printed works published during the Constitutional Monarchy II and current publications dealing with that period. These sources were mainly scanned from the Prime Ministry Ottoman Archive collection, and the research text was created by supporting different interpretations with the help of secondary sources. According to the results obtained from these sources, institutions that provide educational activities for the public also existed before the Constitutional Monarchy II. Institutions began to be established under the name of public education since the Constitutional Monarchy II in 1908. Although the public education institutions that were opened during this period could not operate much due to the wars, they created an infrastructure for today with their programs, applications and examples.
