Abstract

Bu çalışma, Libya'daki kalkınma bütçe açığını azaltmada İslami (sukuk) rolünü ve ekonomik büyüme ve gelişime katkılarını ele almakta. Sukukun kalkınma açığını finanse etme üzerindeki etkisini ve ekonomiyi destekleme konusundaki etkinliklerini incelemeyi amaçlamaktadır. Çalışma, Libya'da sukuk kullanımını geliştirme finansmanında iyileştirmek için öneriler sunmakta, bunları etkili ve şeffaf bir şekilde ihraç etme prosedürlerini geliştirmeye odaklanmaktadır. Şeriat'a uygun finansal araçlar olarak sukuk kullanımının artırılmasının önemini, kalkınma bütçesini desteklemek ve gelişim için önemli projeleri finanse etmek, ve sukuk ihraç mekanizmalarını geliştirerek verimliliği artırma ve gelişimdeki rolleri hakkında farkındalık yaratma ihtiyacını vurgulamaktadır. Çalışma, araştırma hedeflerini desteklemek için anketler aracılığıyla toplanan birincil verilere dayanarak, indüktif ve tanımlayıcı-analitik metodları birleştiren çok yöntemli bir yaklaşım kullanmaktadır. Kalkınma bütçesinin, kaynakları altyapı projelerine ve uzun vadeli yatırımlara yönlendirerek ekonomik büyümeyi artırdığı sonucuna varmakta ve eğitim ve sağlık gibi sektörlere yatırım yapmanın önemini vurgulamaktadır. Çalışma, hükümetin kalkınma projelerini finanse etmede sukuk kullanımını desteklemesi gerektiğini, yararlarını genişletmek ve iş toplulukları arasında sukuk kültürünü yaymak için teşvik edici politikaların geliştirilmesini önermektedir

This study addresses the role of Islamic sukuk in reducing the developmental budget deficit in Libya and their contribution to economic growth and development. It aims to examine the impact of sukuk on financing the developmental deficit and their effectiveness in supporting the economy. The study provides recommendations for improving the use of sukuk in developmental financing in Libya, focusing on developing procedures for issuing them efficiently and transparently. It highlights the importance of enhancing the use of sukuk as Sharia-compliant financial tools to support the developmental budget and finance projects of significant importance for development, and the need to develop mechanisms for issuing sukuk to increase efficiency and raise awareness of their role in development. The study employs a multi-methodology approach that combines inductive and descriptive-analytical methods, relying on primary data collected through questionnaires and analyzed with statistical software such as SPSS to support the study's objectives. It concludes that the developmental budget enhances economic growth by directing resources towards infrastructure projects and long-term investments and emphasizes the importance of investing in sectors such as education and health. The study recommends that the government support the use of sukuk in financing developmental projects, with the development of encouraging policies to expand their benefits and disseminate the culture of sukuk among business communities.
