Covid-19'un çocuk işçiliği üzerindeki etkileri: Alınması gereken önlemler

Abstract

Covid-19'un insanların yaşamları ve geçim kaynakları üzerindeki büyük etkisi, özellikle yoksul aileleri ve onların çocuklarını etkilemektedir. Covid-19 benzeri görülmemiş iş ve gelir kaybına neden olurken; aynı zamanda okulların kapanmasına ve birçok çocuğun ailelerinin hayatta kalmasına yardımcı olmak için çalışma hayatına girmesine neden olmaktadır. Çocukların maddi kazanç için çalışma hayatına girmeleri gelişimlerini olumsuz etkilemektedir. Bu, geleceğin en önemli beşerî sermayesinin kaybı anlamına gelmektedir. Bir ülkede çocuklar gelişmek, büyümek, korunmak, güvende olmak ve eğitim görmek için temel haklara sahip olmalıdır. Ancak Covid-19, eğitim hakkı ve çocuk işçiliğinden korunma hakkı da dahil olmak üzere çocuk hakları üzerinde derin bir etkiye sahiptir. Bu nedenle sosyal koruma önlemlerinin artırılması, ekonominin ve istihdamın teşvik edilmesi, finansmana erişimin kolaylaştırılması, ücretsiz ve kaliteli eğitim sağlanması gibi önlemler, Covid-19 sürecinde çocuk işçiliğinin önlenmesine veya en azından azaltılmasına önemli katkı sağlayacaktır. Konunun öneminden dolayı bu çalışmamızda Covid-19'un çocuk işçiliği üzerindeki etkileri ve alınması gereken önlemler ele alınmıştır. Teorik çerçevede ele alınan çalışma, Uluslararası Çalışma Örgütü (ILO) ve Birleşmiş Milletler Çocuklara Yardım Fonu'ndan (UNICEF) elde edilen veriler doğrultusunda açıklanmaya çalışılmıştır.

The huge impact of Covid-19 on people's lives and livelihoods is particularly affecting poor families and their children. While Covid-19 causes unprecedented job and income loss; it also causes schools to close and many children enter the work life to help their families survive. The fact that children enter the working life for financial gain negatively affects their development. This means the loss of the most important human capital of the future. Children in a country should have basic rights to develop, grow, be protected, be safe and be educated. But Covid-19 has a profound impact on children's rights, including the right to education and the right to be protected from child labour. For this reason, measures such as increasing social protection measures, promoting the economy and employment, facilitating access to finance, and providing free and quality education will contribute significantly to the prevention or at least reduction of child labor during the Covid-19 process. Due to the importance of the subject, in this study, we discussed the effects of Covid19 on child labor and the precautions to be taken. The study, which was handled in the theoretical framework, was tried to be explained in line with the data obtained from the International Labor Organization (ILO) and the United Nations Children's Fund (UNICEF).
