Uluslararası varlık yönetimi standartları ve Türkiye doğalgaz sektörü için bir model önerisi

Abstract

Günümüzde teknolojik gelişmelerle insanların diğer canlılar ile rekabeti ve ırkının sürdürülebilirliği tartışma konusu olmaktan uzaktır ancak artan nüfus ve ihtiyaçlar, sahip olduğumuz varlıkların daha verimli kullanılmasını zaruriyet haline getirmiş, Varlık Yönetimi alanında yeni yöntem ve tekniklerin geliştirilmesine ön ayak olmuştur. Bu alanda gerçekleştirilen çalışmaların birbirleri ile uyum içerisinde olmasını temin etmek amacıyla, British Standards Institution (BSI) ve The Institute of Asset Management (IAM)'ın önderliğinde bir araya gelen uzman kuruluşlar, Varlık Yönetimi adına yazılmış ilk standart olan PAS 55'i 1980 yılında oluşturmuştur. PAS55; sahip olduğumuz varlıkların daha etkin ve verimli şekilde yönetilmesine imkân sağlayan Varlık Yönetim metotlarından sadece bir tanesidir. Varlık Yönetimi alanında gerçekleşen gelişmeleri takip eden ve uygulamaya koyan İngiltere, Amerika, Avustralya, Yeni Zelanda ve Kanada gibi ülkeler çok önemli kazanımlar elde etmekte, sahip oldukları doğal kaynakları uygun değer, risk ve maliyet dengesiyle yönetmeyi başarmaktadırlar. Türkiye gibi gelişmekte olan ülkeler ise, varlık yönetim süreçlerini takip etmek, uygulamak ve geliştirme konularında önemli sorunlar ile karşılaşmaktadır. Varlık Yönetimi çalışmaları ile ilgili en güncel ve önemli kaynaklardan olan PAS 55 standartları ilgili kuruluşlarca geliştirilerek ISO 55000 Serisi standartlarına dönüşmüştür. Bu tez çalışmasında, Varlık Yönetim Anatomisi ve Varlık Yönetim Çerçevesi değerlendirilerek ülkemiz doğal gaz sektörü için en uygun model önerisi geliştirilmiş ve paylaşılmıştır.

Nowadays, with technological developments, the competition of humans with other living creatures and the sustainability of their race are far from being a matter of discussion, but the increasing population and needs have made it necessary to use the assets we have more efficiently and have led to the development of new methods and techniques in the field of Asset Management. To ensure that the studies carried out in this field are in harmony with each other, expert institutions, which came together under the leadership of the British Standards Institution (BSI) and The Institute of Asset Management (IAM), created PAS 55, the first standard written for Asset Management in 1980. PAS55; It is just one of the Asset Management methods that enable us to manage our assets more effectively and efficiently. Countries such as the UK, America, Australia, New Zealand, and Canada, which follow and implement the developments in the field of Asset Management, achieve significant gains and manage to manage their natural resources with an appropriate balance of value, risk, and cost. Developing countries like our country, on the other hand, face important problems in following these processes, applying them, and adapting them. PAS 55 standards, which are the most up-to-date and important sources regarding Asset Management studies, have been developed by relevant organizations and turned into ISO 55000 Series standards. In this thesis, the most suitable model proposal was developed and shared by evaluating the Asset Management Anatomy and Asset Management Framework for our country's natural gas sector.
