II. Abdülhamit'in İslam Birliği Politikasında Şehbenderliklerin Rolü

Abstract

Bu çalışmanın amacı, II. Abdülhamit dönemindeki siyaset mekanizması içerisinde şehbenderliklerin nasıl kurulduğunu, faaliyetlerini, devlete olan etkilerini ve özellikle İslamcılık politikası eksenindeki yerini ortaya koymaktır. Osmanlı devlet diplomasisi devletin kuruluş yıllarında İslami değerler çerçevesindeki kaideler ile dinamiklerini oluşturmuştur. Osmanlı diplomasisi XVIII. yüzyıla kadar karşılıklılık ilkesine dayanmamakla birlikte kendi kendine yetme (ad hoc diplomasisi) algısı üzerinden ilişkilerini düzenlemiştir. Osmanlı'nın diplomatik faaliyetler noktasında yakalamaya çalıştığı sistemli hâl daha çok Abdülhamit devrinde kazandırılmıştır. Abdülhamit dönemi dış politikasında önemli yer tutan kurumların başında şehbenderlikler gelmiştir. Özellikle yurt dışındaki Müslümanlarla iletişim ağı ve bağı sağlaması yönünden İslamcılık politikasına bağlı faaliyetlerde etkili bir yer tutmuştur.

The aim of this study is to reveal how the shahbender offices were established within the political mechanism during the reign of Abdülhamit II, their activities, their impact on the state and especially their place in the axis of Islamism policy. Ottoman State diplomacy formed its dynamics with the principles within the framework of Islamic values during the foundation years of the state. Until the eighteenth century, Ottoman diplomacy did not rely on the principle of reciprocity and organized its relations through the perception of self-sufficiency (ad hoc diplomacy). It is stated that the systematization that the Ottoman State tried to achieve in terms of diplomatic activities was mostly achieved during the reign of Abdülhamit. One of the most important institutions in the foreign policy of the Abdülhamit period was the shahbender offices. Especially in terms of providing a communication network and connection with Muslims abroad, it had an effective place in the activities related to the Islamism policy.
