Türkiye’de Gıda Fiyat Artışlarının Tüketici Mal Sepetindeki Kaymalara Etkisi

Abstract

Gıda enflasyonu olgusu Türkiye’de ve dünyada özellikle Covid-19 sonrasında önemli bir sorun haline gelmiştir. Ekonomik konjonktürde yaşanan olumsuzlukların bir tezahürü olan gıda fiyatlarındaki artışın önemli bir etkisi de düşük gelir grubundaki hanelerin tüketici sepetindeki negatif değişimlerdir. Bu doğrultuda çalışmanın amacı fiyat artışlarının gelir gruplarının tüketim yapısına etkisini karşılaştırmalı olarak incelemektir. Bu kapsamda çalışmada, 2002- 2024 dönemlerine ait Hanehalkı Bütçe Anketi’nde yer alan hanehalkına ait toplam harcamalar, gelir gruplarına göre gıda harcama payı ve TÜFE verileri kullanılarak oluşturulan tablolar ve grafikler analiz edilmiştir. Yapılan analiz sonucunda 2002-2017 yılları arasında gıda harcama payının tüm gelir gruplarında azaldığı gözlemlenmiştir. Ayrıca gıda fiyat artışlarının fiyatlar genel seviyesinin üzerinde olduğu 2018 yılından itibaren düşük gelirli hanelerin tüketim sepetinde gıda payının yeniden arttığı sonucuna ulaşılmıştır. Bununla birlikte yüksek gelirli hanelerin tüketim sepetinde özellikle gıda harcama kalemindeki harcama payının düşük gelirli hanelere kıyasla daha az değişim gösterdiği tespit edilmiştir. Sonuç olarak, enflasyonun gelir grupları üzerindeki asimetrik etkisi tüketim harcamaları yoluyla kanıtlanmıştır.

Food inflation has become a significant problem in Turkey and globally, particularly after the Covid-19 pandemic. The increase in food prices, a reflection of the negative economic conditions, has a significant impact on the negative changes in the consumer basket of lowincome households. Accordingly, the aim of this study is to comparatively examine the impact of price increases on the consumption patterns of different income groups. In this context, tables and graphs created using total household expenditures, food expenditure share by income group, and CPI data from the Household Budget Survey for the period 2002-2024 were analyzed. The analysis revealed that the food expenditure share decreased across all income groups between 2002 and 2017. Furthermore, it was concluded that the food share in the consumption basket of low-income households increased again from 2018 onwards, when food price increases exceeded the general price level. However, it was found that the expenditure share, especially in the food expenditure item, in the consumption basket of high-income households showed less change compared to low-income households. In conclusion, the asymmetrical effect of inflation on income groups has been demonstrated through consumption expenditures.
