Sosyal yardımlar ve istihdama katılımın yoksulluk üzerindeki etkisi: Yalnız anneli ailelere yönelik bir inceleme

Abstract

Bu araştırmada tüm dünyada tek ebeveynli ailelerin büyük çoğunluğunu oluşturan yalnız anneli aileler incelenmektedir. Araştırmanın ana amacı, yalnız anneli ailelerde yaygın görülen yoksulluk sorunu ve refah devletinin bu sorunun çözümü amacıyla uyguladığı müdahalelerin etkinliğini değerlendirmektir. Bu amaçla çalışmanın odak noktasını, istihdama katılımı arttırmaya yönelik düzenlemeler, sosyal yardımlar ve nihayet bu müdahalelerin yoksulluğu azaltmadaki etkililikleri oluşturmaktadır. Bu amaçla araştırmada Türkiye'deki yalnız anneler özelinde, istihdama katılım ve sosyal yardımların sosyoekonomik düzey üzerindeki etkisi incelenmektedir. Türkiye'de doğrudan yalnız anneli ailelerde yoksulluk konusunu inceleyen ilk doktora tezi olan çalışmada 7 coğrafi bölge ve 35 farklı şehirden 668 yalnız anneye ait veri incelenmiştir. Nicel bir yapıya sahip araştırmada veri toplama araçları olarak Kişisel İyi Oluş İndeksi Kısa Formu ile araştırmacı tarafından hazırlanan anket kullanılmıştır. Araştırma sonuçları yalnız anneli aileler açısından kısmi zamanlı çalışmanın sosyal yardım ihtiyacını ortadan kaldırma etkisinin düşük olduğunu; ailelerin en önemli gelir kaynaklarının sırasıyla maaş, SED ve aile desteği olduğunu göstermiştir. Çalışmada ayrıca, yüksek düzeydeki yoksulluğa rağmen kamu kaynaklı sürekli yardımlardan yararlanma oranının düşük olduğu belirlenmiştir.

The lone-parent family is one of the newer family structures in which a child is raised by either of the parents. Compared to the other families, this family structure has experienced an increase worldwide. This is particularly evident in Turkey, where the steady increase of divorce rates contributes significantly to the overall number of lone parent families. Among lone-parent families, lone-mother ones represent the majority, prompting a socio-cultural change in society. Lone mothers are amongst the most economically disadvantaged groups in any society, and for this particular reason, they have been a subject of interest for socio-politics and social services. The dangers, causes and consequences impoverished lone mothers and their offspring have to face have been studied extensively in academic literature. Aligned with this global academic interest on the subject, this research aims at providing new insights regarding the effects of poverty experienced by lone-mother families in contemporary Turkey. Being the first doctorate thesis on Turkish lone-mother families and poverty, this research constitutes the result of the study of diverse data collected from 668 lone mothers that live in 35 cities of 7 different regions in Turkey. The data sample present in this paper was obtained through the participation of female social service applicants, with the ultimate objective to shed more light on the causes and effects of poverty experienced by families headed by lone mothers. The data in this research was evaluated and analyzed through Personal Wellbeing Index, as well as with a survey that evaluates a plethora of factors such as a) the socio-demographic and socio-economic situation of the lone mothers, b) their accessibility to social benefits, c) the perceived wellness and health of the participants. The result of the present research indicates that jobs occupied by single mothers are generally part-time or without social benefits. The need for childcare is one of the biggest obstacles families headed by lone mothers face in search for better prospects.
