Konut sorunu ve belediyeler: İBB'nin KİPTAŞ modelinin incelenmesi

Abstract

Sanayileşme sonrasında dünya genelinde kentleşmenin yoğunlaşması, konut sorununu ortaya çıkarmıştır. Özellikle 19. ve 20. yüzyılda dünyada yaşanılan ekonomik, siyasi, kültürel dönüşümler; kırsaldan kente göçü hızlandırmış ve kentlerde aşırı konut talebi oluşmuştur. Bilhassa gelişmekte olan ülkelerde görülen hızlı ve plansız kentleşme, konut sorununu karar vericilerin en önemli gündemlerinden birisi haline getirmiştir. Bu çalışmada, Türkiye'de konut sorununa yerel yönetimlerin geliştirdiği çözüm modelleri arasında yer alan İstanbul Büyükşehir Belediyesi'nin KİPTAŞ uygulaması incelenmiştir. Bu doğrultuda, konu ile alakalı teorik ve kavramsal çerçeve sunulmuş, kent, kentleşme, kentlileşme, konut, konut hakkı, konut sorunu ve toplu konut gibi temel terimler izah edilmiştir. Ardından kent kuramları, kent ve kentleşme tarihi, kentleşmede karşılaşılan sosyo-ekonomik, yönetim/planlama ve konut/barınma sorunları irdelenmiştir. Sonrasında dünyada ve Türkiye'de konut sorununa ve çözüm arayışlarına değinilmiş, İBB'nin KİPTAŞ uygulamasının detayları işlenmiştir. Son olarak da KİPTAŞ sakinlerine yönelik yapılan saha araştırması ile ortaya çıkan anket verileri ve odak görüşmenin sonuçları değerlendirilmiştir. 80.000'den fazla konut üreten KİPTAŞ'ın, küresel ölçekte hala yaşanılan ve Türkiye'de de yansımaları devam eden konut sorununa nitelik ve nicelik bakımından somut ve makul çözümler sunduğu tespit edilmiştir.

The intensification of urbanization after industrialization era has revealed the housing problem in globe. Economic, political and cultural transformations, especially in the 19th and 20th centuries; accelerated rural-to-urban migration and created excessive housing demand in cities. Rapid and unplanned urbanization, particularly occurred in developing countries, has made the housing problem one of the most significant agendas of decision makers. This study examines Istanbul Metropolitan Municipality's KIPTAŞ application, which is among the solution models developed by local governments to the housing problem in Turkey. In this regard, theoretical and conceptual framework relevant to the subject is presented. Basic terms such as city, urbanization, housing, right to housing, housing problem and mass housing are explained. This research then discusses urban theories, history of the city and urbanization, socio-economic, management/planning and housing problems encountered in urbanization. Afterwards it evaluates the housing problem and the search for solutions both in globe and in Turkey along with elaborating the IMM's KIPTAŞ application. Finally, this thesis analyses the survey data obtained from the field research conducted on KIPTAŞ residents and the results of the particular focus interview. The research confirms that KIPTAŞ, having built more than 80,000 houses, offers concrete and reasonable solutions in terms of quality and quantity to the housing problem.
