Türkiye'de ilköğretimin gelişmesinde yabancı uzman raporlarının etkisinin incelenmesi (1923-1960)

Abstract

Bu çalışmanın amacı 1923-1960 yılları arasında Türkiye'ye davet edilen yabancı uzmanların ilköğretime ilişkin düşüncelerinin tespit ettikleri sorunları, bu sorunlara yönelik önerilerini, önerilerinin ilköğretime olan etkisini belirlemektir. Araştırma 1923-1960 yılları arasındaki dönemde hazırlanmış yabancı uzman raporları içinden ulaşılabilen 9 tanesi ve Fulbright Anlaşması ile sınırlandırılmıştır. Bu araştırma modeli "tarama" modelindedir. Konular; literatür tarama, bütünleştirme ve değerlendirme yapılarak çözümlenmiştir. Literatüre dayalı olarak birincil kaynaklara ulaşılmaya çalışılmıştır. Araştırmada ulaşılan 9 rapor ayrı ayrı incelenmiştir. Raporlar, uzmanların Türkiye'ye çağrılma nedenleri, onların ilköğretim ile ilgili gözlemleri, tespit ettikleri sorunlar, önerileri ve bu önerilerin ilköğretime etkisi analiz edilmiştir. Araştırma sonucunda elde edilen verilerle, uzman raporlarının değerli birçok önerileri barındırdığı, ancak ülkemizin mevcut koşullarına ve milli kültürümüze uymayan önerilerin de olduğu görülmüştür. Ayrıca Fulbrigt Anlaşması ile eğitim sistemimizin Amerikan etkisi altına girdiği görülmüştür. Uzman raporlarının tavsiyelerinin bir kısmının hazırlandığı dönemde uygulanmaya çalışıldığı, bazılarının ise hazırlandığı dönemde gerçekleştirilmesinin mümkün olmadığı da görülmüştür. Aynı dönemde aynı ülkeden gelen uzmanların benzer konuları raporlarına aldıkları ve benzer önerilerde bulundukları; bu da bir uzmanın gidip diğer uzmanın çağrılmasının doğru bir yaklaşım olmadığını göstermiştir. Ayrıca bu raporların Türk eğitim sisteminin ileri gelenleri tarafından ciddiye alınmadığı tespit edilmiştir.The aim of this study is to determine the problems that foreign specialists who were invited to Turkey between 1923-1960 identify through their opinions about primary education, their suggestions for these problems and the effect of their suggestions on primary education. Research was began with the first invitee, who was an education specialist John Dewey's report prepared at the end of his examinations. Research was limited with Fulbright Agreement and 9 reports attained from the foreign specialist's reports prepared between 1923-1960. The model of the research is scanning. The issues were analyzed by making a literature review, integrating and evaluating. Depending on the literature, abstaining primary resources was aimed. 9 reports abstained during the research were analyzed one by one. In these reports, the reasons of specialists invitation, their observations about primary education, the problems they detected, their suggestions and the effects of their suggestions on primary education were analyzed. With the data obtained at the end of research, it was clearly seen that these reports of specialists include many precious suggestions; however, they include suggestions which were not suitable for our current circumstances and our national culture. Additionally, it was seen that our system of education came under the influence of Amerika with Fulbright Agreement. It was also seen that some of the suggestions of specialist reports were tried to put into practice during the process they prepared, and the rest of them were also seen not possible to put into practice on that time. It showed that the specialist who came from same country at the same time discussed the similar issues on their reports, so that it showed that the approach proceeding by inviting specialists one after the other was not suitable. Moreover, it was determined that these reports were not taken into consideration by topliners of Turkish Education System.
