Bosna Hersek ve Sırbistan'da devşirme sisteminin uygulanması ve bölgenin İslamlaşmasında oynadığı rol

Abstract

Osmanlı Devleti'nin beylikten devlete dönüşmeye başlaması, topraklarını büyütmesi devlette yeni kurumların kurulma ihtiyacının doğmasına sebep olmuştur. Bu kurumlar sosyal, idari ve askerî alanda teşkilatlanma şeklinde olmuştur. Topraklarını genişletmeyi amaçlayan Osmanlı Devleti'nin en fazla ihtiyaç duyduğu teşkilatlanmadan biri de askerî alandaki teşkilatlanma olmuştur. Bu amaçla I. Murat döneminden itibaren, askerî alandaki ihtiyaçları karşılamak amacıyla pencik sistemi uygulanmaya başlanmıştır. Zamanla pencik sisteminin Osmanlının askerî ihtiyaçlarını karşılamaması üzerine, devşirme sistemi de uygulanmaya başlanmıştır. Bu sistem, özellikle Rumeli'de ve gayrimüslim halk arasında uygulanmıştır. Bu çalışmada, günümüzdeki Sırbistan ve Bosna devletlerinin olduğu bölgelerde devşirme sisteminin nasıl uygulandığı ve onun uygulanmasının bu bölgelerin İslamlaşmasına nasıl etki ettiğinin ortaya çıkarılması amaçlanmıştır. Araştırma, nitel araştırma yöntemlerinden doküman analizi kullanılarak gerçekleştirilmiştir. Elde edilen veriler, betimsel analiz yoluyla incelenmeye çalışılmıştır. Çalışmada Batı, Balkan ve Türk kaynakları incelenmiş, veriler karşılaştırılarak sunulmaya çalışılmıştır. Çalışma sonucunda kaynakların devşirme sistemiyle ilgili ifadelerinde büyük farklılıkların olduğu, Batı kaynaklarında devşirmenin abartılı bir şekilde anlatıldığı, Türk kaynaklarında ise devşirme sisteminin uygulanması sırasında herhangi bir hukuksuzluğun ve zorbalığın olmadığı, Sırp kaynaklarında ise devşirme sisteminin olumsuz bir şekilde işlendiği belirlenmiştir. Ayrıca, devşirme sisteminin Bosna ve Sırbistan bölgelerindeki İslamlaşmaya etkisinin sınırlı olduğu sonucuna ulaşılmıştır.

The transformation of the Ottoman Empire from the beylik to the state and the expansion of its territory was followed by needs for the establishment of new institutions in the state. These institutions were organized in the social, administrative and military fields. One of the most important institutions of the Ottoman Empire aimed at expanding the territory by the organization it's military field. For the purpose of the introducing the needs in the military field, in the period of Murat I, the penchik system started to be implemented. As the penchik system did not meet needs of the Ottoman military, the devshirme system took its place. This system has been implemented especially in Rumelia and among non-Muslim people. In this study, it is aimed to find out how the devshirme system was implemented in the regions of Serbia and Bosnia, and how its implementation affected the Islamization of these regions. The research was realized through the analysis of documents, with qualitative research methods. The obtained data were analyzed through descriptive analysis. In the study, Western, Balkan and Turkish sources have been analyzed and presented. As a result of the study, it is determined that big differences existed in the definition the devshirme system in the sources. The description of the devshirme in the Western resources is exaggerated, while in the Turkish sources any kind of force or lawlessness during the implementation of system is rejected. In addition, it has been concluded that the devshirme system had limited impact on the Islamization of Bosnia and Serbia regions.
