İslâm siyaset düşüncesinde bir tefsir örneği: Nusratü'l-İslâm

Abstract

İslâmiyet'in siyasî birlik olarak mevcudiyeti hicretten sonra başlar. Siyaset biliminin bir devletin oluşması için gerekli gördüğü hâkimiyet, ülke ve halk unsurları Medine döneminde mevcuttur. Hz. Muhammed (s.a.s.)'in vefatı üzerine, Hz. Ebu Bekir Müslümanların başına geçmiş ve böylece Hilâfet dönemi başlamıştır. Muaviye'nin hilâfet makamına geçişiyle birlikte sona ermiş olan bu ilk devir, Raşit Halifeler dönemi olarak anılmaktadır. Muaviye ile başlayan Emevîler döneminde ve onların yerine geçen Abbasîler döneminde, üçüncü asrın ortalarına dek genel olarak güçlü, dirayet sahibi, gayretli halifelerin yönetiminde İslâm Devleti sürekli olarak yükselmiş, medeniyet İslâm'ın gölgesinde zenginleşmiştir. Bir şekilde sürüp giden hilâfetin büründüğü son şekil ise Osmanlı Devleti olmuştur. Fakat Osmanlı Devleti zayıflayıp savunma görevini yerine getiremez hale gelmiş ve Birinci Dünya Savaşı'nın ardından yıkılmıştır. Tarih boyunca, yöneticilerin faaliyetlerine zemin oluşturan siyasî düşünce geleneği genel olarak siyasetnamelerde yer almıştır. Hilâfetin fiilen sona erdiği ve İslâm dünyasının Batı karşısında bozguna uğradığı dönemde ise yeni bir tefsir çeşidi ortaya çıkmıştır. İçtimî/Siyasî Tefsir diyebileceğimiz bu yeni yöntemin bir örneği de Faslı alim Abdulvehhab Lukaş'ın Nusratü'l-İslâm adlı eseridir. Derkâviyye, Şâzeliyye tarikatına mensup bir sufi olan müfessir Abdulvehhab Lukaş, on beş ciltlik tefsirini, Müslümanları Osmanlı hilâfetinin sancağı altında birlik olmaya davet etmek amacıyla kaleme almıştır. Lukaş'ın bu eseri, az bulunan işârî-içtimaî tefsir örneklerindendir. Abdulvehhab Lukaş'ın Nusratü'l-İslâm adlı eserinin siyasî yönü bu çalışmanın ana konusunu oluşturmaktadır.

The presence of Islam as a political alliance began after the hegira. Based on political science argument, the Medina period had the necessary elements such as sovereignty, country, and society for the creation of a state. Because of the death of Muhammad, Abu Bakr took over the Muslims and the period of the Caliphate began. The first period ending with Muawiya's transition to the caliphate is called the period of Rashid Caliphs. Throughout the Umayyads with Muawiya and the Abbasids, the Islamic state developed under the rule of strong, competent, and diligent caliphs until the middle of the third century. During this period the civilization prospered under the shadow of Islam. The last form was the Ottoman caliphate. Unfortunately, Ottoman weakened and became unable to maintain its defence goals and collapsed after the First World War. The tradition of political thought, which had formed the basis of the activities of the rulers throughout history, had generally been included in politics. A new type of commentary emerged when the caliphate came to an end and the Islamic world was defeated by the West. A case of the new method, which we can call social/political commentary, is the Moroccan scholar Abdulvehhab Lukas's work that is called as Nusratu'l-Islam. Lukas, a mofussil who belongs to Derkaviyya and Shazeliyye sects, wrote the commentary to invite Muslims to unite under the banner of the Ottoman. The work of Lukas is one of the rare examples of ishari-social commentary. The political aspect of Nusratu'l-Islam is the main subject of the study.
