Abstract

Bu çalışma Şeyh Salman el-Avde'nin sahip olduğu bilimsel konumu ve onun ortaya koyduğu bilimsel içtihatları ele almaktadır ve bu çalışma Şeyh Selman El Avde'nin İslam ekonomisi konularındaki vizyonunu yöneten metodolojik ve temel yönü bilmeyi ve Şeyh Selman El Avde'nin İslam ekonomisi ile ilgili bilimsel yönlerde oynadığı rolleri ortaya çıkarmayı amaçlamaktadır ve bu çalışmanın amacına ulaşmak için yapılan araştırma, Şeyh Selman El Avde'nin İslam ekonomisindeki performansını izlemeye dayanan tümevarım yöntemine dayanmaktadır ve Şeyh'in makalelerini ve içtihatlarını belirlemeye dayanan betimsel yaklaşımı kullanmıştır. This study aimed to review the role of applying the zakat system in achieving economic empowerment by reducing unemployment and poverty, combating hoarding, and encouraging investment. To achieve this, the researcher followed the descriptive and analytical approach, and the study reached a set of results, the most important of which are: The zakat system works to achieve economic empowerment, in the case of the existence of a law requiring the payment of zakat, in addition to exploiting and employing zakat funds in a more efficient manner. Zakat also contributes to stimulating investment by paying savings towards various investment avenues. Zakat discourages the tendency to hoarding by collecting it, because hoarding money and idling it exposes it to erosion. It has been shown that there is A negative view at the present time towards the reality of the role of Zakat in achieving economic empowerment in Islamic societies, due to the absence of institutional work for Zakat, and the ineffectiveness of the institutions that collect, spend and manage Zakat. The study reached a set of recommendations, the most important of which are: the necessity of strengthening the role of the zakat system in achieving economic empowerment, through establishing a zakat institution that mimics the social security institutions in most Islamic countries, called the "Zakat Foundation for Economic Empowerment" to manage zakat funds, taking into account the principles of transparency, disclosure, and good governance, and that The institution has legal personality, financial and administrative independence, and full legal capacity to undertake all actions and actions necessary to achieve the purposes for which it was established.
