Ülkelerin Gelişiminde Proje Değerlendirme Sistemi Kalitesinin Önemi ve Bu Amaca Yönelik Öneriler

Abstract

Yüksek teknoloji projeleri, ülkelerin ekonomik, sosyal ve bilimsel gelişiminde kritik bir rol oynamaktadır. Bu projeler, yenilikçi çözümler sunarak çeşitli sektörlerde verimliliği artırmakta ve küresel rekabet gücünü yükseltmektedir. Aynı zamanda bu tür projeler ülkelerin ekonomik büyümesine önemli katkı sağladığı gibi askeri amaçlar için kullanıldığı zaman ülkenin caydırıcı bir güç olmasını sağlar. Özellikle, daha önce benzeri olmayan derin teknoloji projeleri beklenmedik olmaları nedeni ile bu caydırıcılıkta önemli rol oynar. Ar-Ge faaliyetlerinin ticarileşmesi için devlet destekli Ar-Ge fonları büyük önem arz etmektedir. Zira derin teknoloji dediğimiz oyun değiştirici teknolojiler melek yatırımcı yada risk sermayesi fonları tarafından desteklenemeyecek kadar risk barındırırlar. Bu tür teknolojilerin asgari seviyede kendilerini ispatlaması ancak devlet destekli fonlar ile mümkün olabilir. Bu fonlar bu nedenle derin teknolojilerin gelişimi için kritik önem arz etmektedir. Devlet destekli fonlar devletin kurumları tarafından değerlendirilip dağıtıldıkları için değerlendirme kalitesi büyük önem taşımaktadır. Zira doğru değerlendirilmeyen proje önerileri, patentler ülke içerisinde değerlendirilmeyince yurt dışı fonlarına açılmak zorunda kalmakta ve bu hem araştırmacılar için hayal kırıklığı yaratmakta hem de araştırmacı gençlerin ülkemizden ümitlerini kesmelerine neden olmaktadır. Dolayısı ile proje değerlendirmesi deyip önemsizce geçiştirdiğimiz konu kaynak israfının yanı sıra ülkenin bekasını etkilemektedir. Ülkemizin tersine beyin göçü için çabaladığı bu kritik dönemde bu tür zafiyetler ülkemizin aleyhine çalışmaktadır. Bu çalışmanın amacı ülkelerin değerlendirme sistemlerine kritik bir bakışla değerlendirmek ve iyileştirilmesi için öneriler sunmaktır

High-tech projects play a critical role in the economic, social, and scientific development of countries. These projects increase productivity in various sectors and global competitiveness by providing innovative solutions. At the same time, such projects contribute significantly to the economic growth of countries and provide a deterrent power for the country when used for military purposes. In particular, deep technology projects, which have never been seen before, play an important role in this deterrent due to their unexpectedness. State-supported R&D funds are of great importance for the commercialization of R&D activities. Because the game-changing technologies we call deep technology are too risky to be supported by angel investors or venture capital funds. Such technologies can only prove themselves at a minimum level with state-supported funds. For this reason, these funds are of critical importance for the development of deep technologies. Since state-supported funds are evaluated and distributed by state institutions, the quality of the evaluation is of great importance. Project proposals and patents that are not evaluated correctly are forced to open up to foreign funds when they are not evaluated within the country, and this both creates disappointment for researchers and causes young researchers to lose hope in our country. Therefore, the issue that we ignore by calling it project evaluation is not only a waste of resources but also affects the survival of the country. In this critical period when our country struggles for a reverse brain drain, such weaknesses work against our country. This study aims to evaluate the evaluation systems of countries with a critical look and to offer suggestions for their improvement.
