Türkiye'de tersine iç göç olgusu için medeniyet tasavvuru bağlamında çözüm öneren bir yerleşim modeli

Abstract

Şehircilik çalışmalarına farklı bir yaklaşımla katkı sunmayı amaçlayan bu tezde, mekan ve yaşam arasındaki ilişkinin derinliği ortaya konulmakta, insanın eylemlerinin arka planı ile toplumsal yansımalarının şehirdeki karşılığına dikkat çekilmektedir. Bu anlayışla, Türkiye'de iç göç ile oluşan sorunlu kentleşme sürecinden yola çıkılarak tersine iç göç temalı bütüncül bir yerleşim modeli önerisi getirilmektedir. İnsan iradesinin ürettiği her şey gibi, yaşam alanlarının da bir kimliği somutlaştırdığı tespiti ile, öncelikle bu kimliğin oluşumu ele alınmaktadır. Sorunun kökenini doğru ifade etmek amacıyla, Özakpınar'ın bu konudaki medeniyet teorisi esas alınarak, kültür ve medeniyet ilişkisi incelenmiştir. Buna göre modernitenin etkileri ve özellikleri, tecrübe ve gelecek vizyonumuz açısından analiz edilmiştir. Bu teoriyi esas alarak Medeniyet Tasavvuru yaklaşımını ortaya koyan Ökten'in, şehir konusundaki sistematiği irdelenerek değerlendirilmiştir. Tersine iç göç yerleşim önerisi için, bu özgün bakış açılarına dayanan dört temel ilke belirlenmiştir. 'Merkezi Yönetim, Yerel Üniversite ile Teknoloji Kullanımı' şehir yaşamına; 'Bütüncül Kamu Merkezli Yerleşim' unsurları ise şehir mekanına yön vermektedir. Söz konusu yerleşim modeli, ülkemiz için değerlerin odağında yaşam alanları oluşturmayı, ekonomik ve sosyal gereksinimler için kimlik bütünlüğüne önem verilmesini vurgulamaktadır.
