أثر سياسات صندوق النقد الدولي على التنمية الاقتصادية والبدائل في الاقتصاد الإسلامي: دراسة مقارنة بين اليمن ودول إسلامية مختارة

Abstract

Bu çalışma, IMF politikalarının gelişmekte olan ülkelerdeki ekonomik kalkınma üzerindeki etkilerini incelemektedir. Özellikle Yemen örneği üzerinden, IMF'nin dayattığı reform programlarının finansal göstergelerde belirli iyileşmeler sağlasa da, halkın çoğunluğu için ekonomik ve sosyal açıdan ağır maliyetler doğurduğu vurgulanmaktadır. Reformların uygulanması sonucunda Yemen'de yoksulluk oranlarının artması, işsizlik seviyelerinin yükselmesi ve yerel para biriminin değer kaybetmesi gibi olumsuz sonuçlar gözlenmiştir. Çalışma, IMF politikalarının kapsamlı ve sürdürülebilir bir ekonomik kalkınmaya katkıda bulunup bulunmadığı sorusuna yanıt aramakta ve bu politikaların kırılgan ekonomiler üzerindeki uzun vadeli etkilerini değerlendirmektedir. Ayrıca, bazı ekonomik göstergelerdeki iyileşmelerin IMF politikalarına değil, petrol fiyatlarındaki artış gibi dış faktörlere bağlı olduğuna dikkat çekilmektedir. Devletin IMF gereklilikleri doğrultusunda rolünü sınırlaması, kriz dönemlerinde halkın ekonomik refahını koruma konusunda yetersiz kalmış ve uluslararası anlaşmalar ile ulusal anayasalar arasındaki dengede sorunlar yaratmıştır. Sonuç olarak, IMF politikalarının kısa vadeli mali iyileşmeler sağlayabilse de, kalkınma ve sosyal refah açısından istenen sonuçları vermediği, aksine ekonomik kırılganlıkları daha da derinleştirdiği belirtilmiştir. Bu bağlamda, alternatif politikalar ve dengeli bir kalkınma yaklaşımı sunmanın önemine dikkat çekilmektedir.

This study examines the economic reform programs of developing countries and the influence of International Monetary Fund (IMF) policies on their economic development. The central question is whether IMF policies have contributed to comprehensive economic development, specifically focusing on Yemen and their effects on the livelihoods of its population. The study also explores alternative approaches by highlighting the role of the state in Islam during crises and its impact on achieving balanced economic development. Using a descriptive method, the study outlines the economic situation before, during, and after IMF interventions, supplemented by an analytical approach to assess inconsistencies in reports and interpret the outcomes of IMF-imposed reforms. It concludes that, while some financial indicators improved due to IMF policies, the overall economic and social costs were high for most people. In Yemen, poverty doubled, unemployment increased, consumer prices rose, and the purchasing power of the local currency declined—patterns also seen in other countries studied. The findings suggest that improvements in certain indicators were not primarily driven by IMF policies but by external factors like rising oil prices and favorable climatic conditions that increased state revenues. Severe economic crises following oil price declines revealed the fragility of these economies. Furthermore, the study highlights that the state's relinquishment of its role due to IMF conditions conflicted with its obligations under international treaties and national constitutions.
