Suçun Önlenmesinde Ailenin Önemi ve Aile Odaklı Sosyal Hizmet Müdahaleleri: Sistematik Bir İnceleme

Abstract

Bu çalışma, aile ekosisteminin suçluluğun oluşumu ve önlenmesindeki önemini ortaya koymak amacıyla, sosyal hizmet perspektifiyle ele alınmış olan aile ve suç konularına ilişkin makalelerin sistematik bir incelemesini sunmaktadır. Çalışma kapsamında Türkiye’de son on yılda Dergipark, ULAKBİM ve TRDizin veri tabanlarında bulunan konuyla ilgili 37 makale sistematik olarak incelenmiştir. Makalelerin %70,3’ünün araştırma makalesi türünde olduğu, %29,7’sinin derleme çalışmalardan oluştuğu görülmüştür. Çalışmaların %43,2’sinde çocukların suça sürüklenmesinde ailenin önemi incelenmiştir. Diğer çalışmalarda ise kadın suçluluğu, yetişkin suçluluğu, göç ve suç, aile ve suç, madde bağımlılığının aile ile ilişkileri ele alınmıştır. Makalelerde ailenin suçu önlemedeki önemi, suça neden olan ailesel risk faktörleri ve suçtan koruyucu faktörler bağlamında değerlendirilmiştir. Çalışmalarda suçu önlemede risk odaklı bakış açışı yaygın olmakla birlikte aile odaklı sosyal hizmet uygulamalarının suçun önlenmesindeki önemine de yer verilmiştir. Aile odaklı sosyal hizmet müdahalelerinin aileyi güçlendirerek suçun önlenmesinde etkili bir müdahale aracı olarak kullanıldığı; bu müdahalelerin uygulama yeterliliği ve yaygınlaştırılma açısından desteklenmesi gerektiği sonucuna ulaşılmıştır.

This study presents a systematic review of articles on family and crime, approached from a social work perspective, with the aim of highlighting the importance of the family ecosystem in the formation and prevention of criminality. Within the scope of the study, 37 articles related to the subject found in the Dergipark, ULAKBİM and TRDizin databases in Turkey over the last ten years were systematically reviewed. It was observed that 70.3% of the articles were research articles, while 29.7% were review studies. Forty-three point two per cent of the studies examined the importance of the family in children's involvement in crime. Other studies addressed female criminality, adult criminality, migration and crime, family and crime, and the relationship between substance abuse and the family. The articles evaluated the importance of the family in crime prevention in the context of family risk factors that cause crime and protective factors against crime. While a risk-focused perspective on crime prevention was prevalent in the studies, the importance of family-focused social service interventions in crime prevention was also highlighted. It was concluded that family-focused social service interventions are an effective tool for crime prevention by strengthening thefamily; these interventions need to be supported in terms of their implementation adequacy and dissemination.
