Mercan ve uzun çarşı caddeleri sit koruma projesi ve Mehmet Emin Ali Paşa Konağı parseli için öneriler

Abstract

İstanbul'un en değerli bölgesi olan Tarihi Yarımada tarih, kent ve mimari bağlam ölçütünde koruma altına alınmıştır. Beyazıt ve yakın çevresi barındırdığı eserlerle sosyokültürel ve sosyoekonomik açıdan önemini her dönem korumuştur. Bu çalışmada Mercan Mahallesi 264, 265, 266, 267 ve 268 adaları, kuzeyde Nargileci Sokak, güneyde Mercan Caddesi, doğuda Uzun Çarşı Caddesi, batıda Fuat Paşa Caddesi ile çevrili alanın yapısal korunmuşluk analizleri yapılmıştır. Bölgenin tarihsel süreci, arşiv belgeleri, eski harita ve fotoğraflar ışığında belgelenmiştir. Analizler ve belgelerin senteziyle çalışma alanında tek yapı ölçeğinde ve bölgesel koruma önerileri getirilmiştir. Kısmen hanlar bölgesi olarak adlandırılan alanda yer alan çalışma alanı, sosyal ve ticari açıdan oldukça önemli bir konumdadır. Han yapıları ve beraberinde gelişen geleneksel ticari yapılar işlev, çevre, strüktürel durum, strüktürel sistem, korunmuşluk, tescil ve benzeri açılardan incelenmiş; müdahale ve uygulama önerilerinde bulunulmuştur. Mercan Mahallesi'nin kayıp anıt eserlerinden Mehmet Emin Ali Paşa Konağı, tarihsel ve mimari açıdan incelenmiştir. Günümüze ulaşamayan, Osmanlı Devleti'nin 19. yüzyıl mimari anlayışına ışık tutan 'çifte saray' olarak da adlandırılan Mercan Mehmet Emin Ali Paşa Konağı parseli için alternatif öneriler geliştirilmiştir.

The Historic Peninsula, which is the most valuable region of Istanbul, has been taken under protection in terms of history, urban and architectural context. Beyazıt and its surroundings have always maintained their socio-cultural and socio-economic importance with the works they housed. In this study, structural preservation analyzes of the area surrounded by Mercan Mahallesi 264, 265, 266, 267 and 268 islands, Nargileci Sokak in the north, Mercan Caddesi in the south, Uzun Çarşı Caddesi in the east and Fuat Paşa Caddesi in the west were carried out. The historical process of the region has been documented in the light of archival documents, old maps and photographs. With the analysis and synthesis of documents, suggestions for single building scale and regional conservation were made in the study area. The study area, which is partly located in what is called the inns area, has a very important social and commercial position. The inn buildings and the traditional commercial buildings that developed with them were examined in terms of function, environment, structural condition, structural system, preservation, registration and similar aspects; intervention and application recommendations were made. Mehmet Emin Ali Pasha Mansion, one of the lost monuments of Mercan District, has been examined in terms of history and architecture. Alternative proposals have been developed for the parcel of Mercan Mehmet Emin Ali Pasha Mansion (Palace), also called the 'double palace', which has not survived to the present day and sheds light on the 19th century architectural understanding of the Ottoman Empire.
