Halk Eğitimi Merkezi müdürlerinin karşılaştığı sorunlar: Erzurum ili örneği

Abstract

Araştırmanın amacı Erzurum ilindeki halk eğitimi merkezi müdürlerinin karşılaştıkları sorunların saptanmasıdır. Araştırma nitel araştırma yöntemlerinden durum çalışması deseninde yürütülmüştür. Çalışma grubunu 2022-2023 öğretim yılı Erzurum il ve ilçe halk eğitimi merkezlerinde çalışan 20 halk eğitimi kurum müdürü oluşturmaktadır. Çalışma grubu belirlenirken tüm halk eğitimi merkezi müdürleri dahil edilmiş, tüm ilçeler tek tek dolaşılarak görüşmeler yapılmıştır. Veriler yarı yapılandırılmış görüşme formu aracılığıyla toplanmıştır. Verilerin analizinde betimsel analiz yöntemi kullanılmıştır. Araştırma sonucunda elde edilen bulgulara göre kurum müdürlerinin mali konular, personel eksiklikleri, fiziki şartların uygun olmayışı ve/veya yetersizliği, araç-gereç ve malzeme eksiklikleri ile denetleme/teftiş konularında sorunlar yaşadığı görülmüştür. Bu bağlamda tespit edilen sorunların kaynaklarına inilerek çözüm yolları üretilebilmesi ve kurumlarda gerçekleştirilen eğitim faaliyetlerinin önceden belirlenen hedeflere ulaşabilmesi için öneriler geliştirilmiştir.

The aim of the research is to determine the problems faced by public education centre directors in Erzurum province. The research was conducted in case study design from qualitative research methods. The study group consists of 20 public education institution directors working in Erzurum province and district public education centres in the 2022-2023 academic year. While determining the study group, all public education centre directors were included and all districts were visited one by one and interviews were conducted. Data were collected through a semi-structured interview form. Descriptive analysis method was used to analyse the data. According to the findings obtained as a result of the research, it was seen that the directors of the institutions had problems with financial issues, personnel deficiencies, inappropriate and/or inadequate physical conditions, lack of equipment and materials, and supervision/inspection issues. In this context, suggestions have been developed in order to find solutions to the problems identified and to ensure that the educational activities carried out in the institutions reach the predetermined targets.
