Stratejik kentsel dönüşümün sosyo-ekonomik etkileri: Esenyurt Cumhuriyet Mahallesi örneği

Abstract

Kentsel dönüşüm, kentin altyapılarının eskidiği, zamanla yıprandığı, sorunlara yol açtığı ve kentin ihtiyaçlarını karşılamadığı durumlarda ihtiyaca uygun olarak yenilemeye veya düzenlemeye dayanan bir uygulama olarak görülmektedir. Fiziki, sosyal ve iktisadi imkanlar doğrultusunda kentin başarılı yeniden dönüşümü için planlamaların doğru yapılması ve uygulanacak yöntemin gerekçelerinin ve yükümlülüklerinin belirlenmesi önemlidir. Bu bağlamda Türkiye'de stratejik kentsel dönüşümün gerçekleştiği önemli bölgelerden biri de Esenyurt Cumhuriyet Mahallesidir. Bu araştırmanın temel amacı İstanbul Esenyurt Cumhuriyet mahallesinde gerçekleştirilen stratejik kentsel dönüşümünün finansmanını incelemektir. Bu amaçla kentsel dönüşüm sürecinde gerçekleştirilen süreçlerin belirlenmesine yönelik nitel ve nicel yöntemler kullanılmıştır. Araştırmada kullanılan verilerin toplanmasında döküman analizi ve anket yöntemi kullanarak kentsel dönüşüm paydaşlarının görüşleri alınmıştır. Araştırmamızın amacı doğrultusunda bu mahallede yaşayan, yatırım yapan ve diğer hak sahipleri ile anket ve mülakat yapılarak Esenyurt Cumhuriyet mahallesinin stratejik dönüşümünün sonuçları hakkında görüşleri alınmıştır. Araştırmanın sonucunda Cumhuriyet mahallesi eski yıpranmış halinden günümüze modern görünümlü planlı kentleşmenin gerçekleştiği, modern binaların ve alışveriş merkezlerinin yer aldığı ve yatırım yapmak isteyenlerin tercih ettiği bir cazibe merkezi haline geldiği görülmüştür

Urban transformation is seen as an application based on renewal or regulation in accordance with the needs in cases where the urban infrastructures became old, causing problems, and do not meet the needs of the city. It is important to plan correctly and to determine the reasons and obligations of the method to be applied for the successful urban transformation in line with physical, social and economic opportunities. In this context, Cumhuriyet District of Esenyurt, Istanbul, which is the subject of the research, is seen as one of the many important regions where urban transformation takes place in Turkey. The main goal of this study is to examine the financing of the strategic urban transformation performed in Istanbul Esenyurt Cumhuriyet neighborhoud. For this purpose, qualitative and quantitative methods were used to determine the processes carried out in the urban transformation process. In the collection of the data used in the research, the opinions of the urban transformation stakeholders were taken by using document analysis and survey method. In line with the purpose of our research, surveys and interviews were conducted with those living, investing and other beneficiaries in this neighborhood, and their opinions on the results of the strategic transformation of the Esenyurt Cumhuriyet neighborhood were obtained. As a result, it has been seen that Cumhuriyet neighborhood has become an attraction center with modern buildings and shopping centers, from its old-worm-out state to its present modern-looking planned urbanization. In addition, it was concluded that the different groups participating in the research had generally positive perceptions about the urban transformation of the Cumhuriyet neighborhood.
