Türkiye’de Sağlık Turizmi Açısından Yetkilendirilmiş Hastaneler ve Sağlık Turizmi Acentelerinin Bölgelere Göre Değerlendirilmesi

Abstract

Türkiye’de sağlık turizmi alanında faaliyet gösteren aracı kuruluşların ve sağlık tesislerinin sağlık hizmeti sunabilmesi için gerekli olan koşullardan birisi Sağlık Bakanlığı tarafından sağlık turizmi alanında yetkilendirilmiş olmasıdır. Yetkilendirme için belirlenmiş kriterler bulunmaktadır. Bu kriterler sağlık tesisleri için farklı, sağlık turizmi faaliyeti yürütecek aracı kuruluşlar (acenteler) için farklıdır. Yetki belgesi almaya hak kazanan kurumlar listesi yeni revizyonlar eklendikçe Bakanlık tarafından güncellenmektedir. Hem sağlık hizmeti sunumu gerçekleştiren kurumlar için hem de sağlık turizmi aracı kuruluşları olan acenteler için bu liste yayınlanmaktadır. Bu çalışmada değerlendirme kapsamına Aralık 2024 tarihine kadar yetkilendirilen sağlık tesisleri ile acenteler dahil edilmiştir. Toplamda 1263 tane yetkilendirilmiş acenteye sahip olan 43 şehir incelenmiş, bölgesel olarak dağılımları değerlendirilmiştir. Değerlendirme sonucunda en yüksek oran Marmara bölgesi iken en düşük oran ise Doğu Anadolu Bölgesi olduğu tespit edilmiştir. Ayrıca acentelerde olduğu gibi 650 adet yetkilendirilmiş hastaneye sahip olan 60 şehir incelenmiş ve bölgesel olarak dağılımları değerlendirilmiştir. Yetkili sağlık tesisleri değerlendirmesinde de en yüksek oran Marmara bölgesi iken en düşük oran Doğu Anadolu Bölgesi olmuş fakat acente sayısından daha düşük bir fark tespit edilmiştir. Analizler neticesinde bölgelerin karşılaştırılması yapılmıştır. Bu çalışmanın sağlık turizmi sektöründe faaliyet sunan kurumların bölgesel olarak dağılımlarının değerlendirilmesi ve literatüre önemli katkılar sunması amaçlanmıştır.One of the necessary conditions for intermediary organizations and health facilities operating in the field of health tourism in Turkiye to provide health services is that they have been authorized by the Ministry of Health in the field of health tourism. There are established criteria for authorization. These criteria are different for health facilities and different for intermediary organizations (agencies) that will conduct health tourism activities. The list of institutions that are entitled to receive a certificate of authority is updated by the Ministry as new revisions are added. This list is published both for institutions that provide health services and for agencies that are health tourism intermediary organizations. In this study, the scope of the evaluation includes the health facilities and agencies authorized until December 2024. In total, 43 cities with 1263 authorized agencies were examined and their distribution was evaluated regionally. As a result of the evaluation, it was determined that the highest rate is in the Marmara region, while the lowest rate is in the Eastern Anatolia Region. In addition, 60 cities that have 650 authorized hospitals, as well as agencies, were examined and their distribution was evaluated regionally. In the evaluation of authorized health facilities, the highest rate was in the Marmara region, while the lowest rate was in the Eastern Anatolia Region, but a difference was found that was lower than the number of agencies. As a result of the analyses, a comparison of the regions was made. The aim of this study is to evaluate the regional distribution of institutions offering activities in the health tourism sector and to provide important contributions to the literature.
