Sınıf Öğretmenlerinin Gözünden Kariyer Basamakları: Küçükçekmece İlçesi Örneği

Abstract

Bu çalışma, Öğretmenlik Kariyer Basamakları uygulamasının eleştirilerin odağında yer alması ve konunun medya ile politik gündemde geniş yer bulmasının ardından, öğretmenlerin bu uygulamaya dair görüşlerini derinlemesine incelemeyi amaçlamaktadır. Çalışmanın katılımcıları İstanbul Küçükçekmece ilçesinde görev yapan sınıf öğretmenlerinden seçilmiştir. Öğretmen, uzman öğretmen ve başöğretmen kariyerlerinde bulunan 20 öğretmenden oluşmaktadır. Veri toplama aracı içerisinde belirtilen taslak görüşmeler konunun amacına uygun bir şekilde hazırlanmış ve alandaki uzmanların görüşleriyle birlikte 5 soru şeklinde belirlenmiştir. Bu kapsam içerisinde öğretmenlerin Öğretmenlik Meslek Kanunu içerisinde yer alan kariyer basamaklarıyla ilgili görüşleri, uygulamanın veliler üzerinde etkisinin olup olmadığı, kendilerinin bir sistem kurması durumunda nasıl bir yöntem kullanacakları ve kariyer başmaklarının mesleki etkileri konularındaki görüşleriyle ilgili bilgi alınmaya çalışılmıştır. Alınan sonuçlar içerik analiz yönetimiyle analiz edilmiştir. Araştırmadan alınan sonuçlara göre, öğretmenlerin kendilerinin bir sistem kurması gerektiğinde hizmet yılının baz alındığı bir sistemin daha etkili olacağını düşündüklerini, uygulamanın öğretmenler içerisinde ayrışmaya sebebiyet vereceğini ve henüz velilerin durumu tam değerlendirmeye almamasından dolayı ayrıştırmanın veliler tarafından yapılmamakta olduğuna dair fikirler belirtilmiştir.

This study aims to examine teachers' views on this practice in depth after implementing the Teaching Career Ladder has been at the center of criticism and the issue has been widely covered in the media and political agenda. The participants of the study were selected from classroom teachers working in Küçükçekmece district of Istanbul. The participants comprised 20 teachers in teacher, specialist teacher, and head teacher careers. The draft interviews specified in the data collection tool were prepared by the purpose of the subject and were determined as five questions with experts' opinions in the field. Within this scope, it was tried to get information about the views of the teachers about the career steps in the Teaching Profession Law, whether the application affects parents, what kind of method they would use if they establish a system themselves, and the professional effects of career steps. The results were analyzed using content analysis. According to the results obtained from the research, teachers stated that they thought that a system based on years of service would be more effective if they had to establish a system themselves, that the implementation would cause segregation among teachers, and that the parents do not make the segregation because the parents have not yet thoroughly evaluated the situation.
